You will be part of a team providing the full range of acquisition, program, systems engineering, and financial management support services for a Department of Homeland Security (DHS) component Office of the Chief Information Officer (OCIO) IT Program Office. Support services include planning, execution, and deployment of Information Technology (IT) programs in accordance with DHS and Component Acquisition, Systems Engineering Life Cycle (SELC) and Capital Planning and Investment Control (CPIC) directives. This support covers project initiation, planning, execution and control, asset management, document preparation (such as requirements, project, acquisition, procurement, and process guides), evaluating new IT capabilities, system engineering technical reviews, Program Management Reviews and implementation of automated workflows using ServiceNow for business process improvements.
Your support will cover a wide array of multiple IT projects ranging from Agile software development, network infrastructure modernization, classified systems, and communication projects that are often interrelated with dependencies that must be managed to ensure projects are fielded to the production environment on schedule.
You will work closely with the USSS customer, other Serco consultants, and subcontractors to deliver effective management plans, authoritative analysis, and analytically supported recommendations to acquire, sustain, manage, and report on OCIO IT programs. The candidate will have daily interaction with government officials and must be poised, intelligent, articulate, responsive, and possess excellent communication skills.
You will support Capital Planning and Investment Control (CPIC) activities in support of IT investments, documenting IT investment requirements, and preparing CPIC documentation.
In this role you will:
- Coordinate annual DHS guidance and timing for OMB IT Capital Planning and Investment requirements.
- Assist in creating IT Capital Planning and Investment portfolio objectives around Lines of Business (LOB) and IT Towers as defined in the Technology Business Model (TBM).
- Assist in evaluating IT Capital Planning and Investment portfolio objective from the perspective of business needs (business view), IT requirements (IT view), and financial/budgetary resources (finance view).
- Prepare IT program Capital Planning and Investment documentation, establishing a Unique Investment Identifier (UII) Code for subsequent tracking for Major Investments in the Federal IT Dashboard.
- Prepare IT Capital Planning and Investment business case documentation for IT program investment required for submission to DHS.
- Prepare inputs for OMB IT Capital Planning and Investment Exhibits in support of IT program investments.
- Compile and enter IT Program investment information into DHS INVEST system.
- Compile and submit IT program investment information to comply with quarterly reporting requirements to DHS.
- Assist in coordinating and compiling responses to DHS Program Health Assessment Data Calls.
- Bachelor’s Degree from an accredited college or university.
- Experience compiling IT investment information and preparing Capital Planning and Investment Control documentation.
- Experience entering and managing IT program investment information into DHS INVEST system.
- Experience in compiling information and submitting Status Reporting and Tracking progress of IT program investment to the OMB IT Dashboard (ITD).
- Knowledge and understanding of the Technology Business Model (TBM).
- Demonstrated strong written and oral communication skills.

Desired quals/certs/experience:
- Experience compiling IT investment information and preparing Capital Planning and Investment Control documentation for USSS projects and applications.
- Knowledge and understanding of the relationship between Capital Planning and Investment Control process and DHS Acquisition Life Cycle (ALF)
- Knowledge and understanding of CPIC documentation throughout the DHS Planning, Programming, Budgeting, and Execution (PPBE) process.
- Knowledge of the requirements related to the Clinger-Cohen Act and Federal IT Acquisition Reform Act (FITARA) requirements.
- Understanding and Knowledge of the DHS organization
- Knowledge and understanding of DHS Acquisition Lifecyle Framework (ALF) documentation for Level 2 and/or Level 3 programs in accordance with DHS Instruction/Guidebook 102-01-001.
