Description: The Tenant Based Rental Assistance (TBRA) Case Manager will address housing insecurity for people living throughout the South Puget Sound. TBRA mitigates homelessness by utilizing federal funds to support communities by providing utility, deposit, and ongoing rental assistance. TBRA strives to stabilize people living with fiscal insecurity by allowing the individual to build savings and secure their personal finances. The incumbent will have knowledge of the social drivers to housing instability and challenges to craft a housing permanency. This role works in partnership with the HOPWA/HUD grantee, Washington State Department of Health, to provide assistance to individual households with a member(s) living with HIV to enable them to rent market- rate units.
Summary: The TBRA Case Manager successfully supports clientele with a people-first approach through: 1) Provide individualized support to address sociopolitical barriers to housing stability; 2) Identify additional areas of support that a client will need in addition to housing support; and 3) Provide advocacy, public benefits navigation, and case management for supportive services tailored for people living with HIV.

Support PCAF’s client assistance programs by preparing and processing all documentation related to applications, placement, monitoring, and evaluation in the following areas - 45%
● Housing, rental deposits, moving, furnishings
● Document monthly evaluation of income
● Assess landlord and tenant compliance with housing standards with monthly visits
Assist in the development of client assistance program policies and procedures as needed to define housing program guidelines and improve outcomes - 25%
● Develop, update, and revise forms and applications related to the housing application and other housing processes.
● Outline and document housing application and other housing processes
● Support client with credit repair and budgeting for daily living expenses
Serve as a specialist and consultant to the Care Management team regarding issues related to HIV, substance use and affordable housing in South Puget Sound - 10%
● Attend community-based programs and trainings that support housing services for clients and community members
● Serve as a liaison between programs and agencies related to housing and the Treatment team, networking to facilitate stronger referral and resource connections for identity communities.
Cultivate and maintain working knowledge of resources and relationships with affordable housing providers, property managers, and other social service providers - 10%
● Facilitate outside referrals for housing services when necessary and appropriate.
● Maintain a portfolio of in-house and external educational resources related to sustainable housing.
Maintain a comprehensive understanding of Federal, State, and local housing program rules and regulations, and adhere to the requirements outlined in those standards - 10%
● Attend required and preferred trainings related to Federal, State, and local housing programs.
● Maintain accurate records at all times.
Develop and demonstrate knowledge of HIV and associated conditions -100 %
● Attend required and preferred trainings related to HIV and HIV-related stigma.
● Use knowledge to educate clients and individuals in their support systems.
● Share knowledge with coworkers to strengthen care services for clients and increase consistent messaging.
Competencies:
● Working knowledge of HIV system of care and the unique issues regarding HIV, especially among Black-Indigenous-People of Color (BIPOC).
● Experience coordinating financial assistance social service programs preferred.
● Prefer candidates with knowledge of affordable housing systems and an ability to access community resources and referrals in Thurston County.
● Excellent written and verbal communication skills required, along with the demonstrated ability to work effectively under stressful conditions.
● Proficiency in Google Workspace, Microsoft Word and Excel, computer word processing, and various databases. Demonstrated ability to access information via the Internet.
Education and Experience
● Lived or professional experience that will enable the incumbent to perform their job duties effectively and proficiently and/or Bachelor’s degree required in psychology, social work, counseling, public health, or a closely related field from a fully accredited college.
● Relevant experience must include a minimum of six months of related work/study in a healthcare or human service role.
Supervisory Responsibilities
● None required for this position.
● Potential to serve as task instructor for PCAF interns.
Additional Eligibility Requirements
● Maintain a basic understanding of the acquisition, transmission, and treatment of HIV, including HIV-related stigma and associated discrimination.
● Exceptional ability to work independently and to prioritize workload, manage time effectively, coordinate resources, and monitor work to ensure quality.
● Ability to be flexible and supportive, with demonstrated ability to work effectively under stressful conditions as a member of a diverse team.
● Prefer candidates who have experience working with diverse populations, including those experiencing mental health, substance use, and housing concerns. Experience working with individuals living with HIV is preferred.
● Prefer candidates with successful management of chronic illness, and knowledge of the grieving and death and dying process.
● Demonstrated ability to contribute to an environment that celebrates diversity and difference, especially related to socioeconomic status, sexual orientation, gender identity, race, and ethnicity.
● Demonstrated understanding of institutional and structural racism, and other systems of oppression.
● Commitment to equity, diversity, and inclusion, including working on one’s own internal biases and cultural humility.
● Experience using social justice oriented, anti-racist, pro-equity, and collaborative approaches.
● Ability and willingness to articulate and abide by PCAF’s philosophy and policies in providing services to clients, functioning as a member of staff and in representing the agency.
● Apply strengths-based and harm reduction models and reinforce harm reduction messaging when applicable in assigned role.
● Consistently model and display appropriate professional boundaries at all times.
● Contribute as a team member and share in the responsibilities required to serve the mission of the organization. This includes, but is not limited to attending events, participating in fundraising activities, obtaining training, undertaking research, traveling, flexibility in scheduling, covering the commitments of coworkers when they are unable, and other duties as assigned.
Work Environment and Physical Demands
