Candidates for this position will support work being performed in PNNL’s Global Security Technology (GSTP) Group within the National Security Directorate's (NSD) Emerging Threats and Technologies Division. The ETT Division’s mission space is comprised of cybersecurity, infrastructure protection, policy and intelligence, and security systems expertise. The organization consists of over 300 scientists, engineers, and analysts with backgrounds in cyber, nuclear, intelligence, policy, data science, and other fields. Our staff work in interdisciplinary project teams to provide innovative concepts that integrate policy, analytics, science, and technology into unique solutions. The Global Security Technology and Policy (GSTP) group consists of staff with backgrounds in international relations, economics, nuclear safeguards, nuclear security, counterproliferation, intelligence, national security, strategic trade controls, and chemical and biological weapons security. These staff work independently and together with sponsors, technology developers and other stakeholders to examine the suite of issues that impact technology use but have nothing to do with a technology's functionality. Such issues include laws, regulations, policy, economics, and stakeholder requirements. GSTP staff help frame national security problems; translate user requirements to technology developers; engage foreign partners to promote nonproliferation norms; and evaluate the implications of existing and new technologies on laws, regulations, and policies (and vice versa). GSTP staff play a critical role in helping the lab transition its cutting-edge science and technology solutions to end users.
GSTP is seeking a senior advisor to join and help grow a group of staff with regional expertise and professional experience performing research and analysis of national security challenges. The Regional Analysis team works with a multi-disciplinary group of stakeholders within and across PNNL to perform open source analysis, technology assessments, and issue papers for decision makers at the highest levels of government. The team seeks an analyst familiar with data analytic processes, tools, and techniques; experience working on technology protection challenges and export control issues; and deep knowledge of the Asia Pacific region. We are seeking a candidate with robust connections with key government stakeholders who can help our staff frame emerging issues for key sponsors, anticipate emerging issues at the intersection of the aforementioned areas, and generate creative solutions that will help address some of the most technically and politically complex national security issues of today.

Uses extensive experience in a field of specialty, possessing a comprehensive understanding of existing theories, principles, and concepts in those fields to provide solutions to unusually complex problems for which no precedents or past practice exists. Resolves problems that frequently require mastery of specialized techniques using high degrees of ingenuity and creativity. Demonstrates well-recognized national influence and skilled consensus building. Exerts positive influence across a broad spectrum of stakeholders and interest groups with internal and external organizations, the public, and the community. Is often sought out to work on key project teams and regularly collaborates and negotiates with senior national/international government officials as a PNNL and DOE representative. Makes recommendations that set precedent for future decisions and strongly influence national/international policies and decisions at highest levels.

Qualifications
Minimum Qualifications:
- BS/BA and 7 years of relevant experience -OR-
- MS/MA or higher and 5 years of relevant experience
Preferred Qualifications:
- Experience synthesizing different sources of information to build and query large datasets.
- Experience conducing independent investigations of large datasets, visualizing trends, and/or conducting network analysis.
- Ability to conduct open source research on science and technology trends in Mandarin Chinese. Ability to analyze that research to determine its relevance to USG nonproliferation and technology protection missions.
- Background in open source research and corporate due diligence/investigations related to critical technology protection and/or export controls and supply chain security.
- Experience using data analysis and data visualization software, including R, Python, SQL, Excel, Google Charts, and/or Tableau.
- Degree or coursework in international affairs, science, technology, engineering, math, and/or economics, with a regional focus on the Asia-Pacific.
- Professional experience working with or supporting federal sponsors such as U.S. Departments of Energy, State, Treasury, Defense, and National Nuclear Security Administration.

- Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
- Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
