Job description

The Senior Credit Compliance Officer (SCCO) supports the Association’s second line of defense by ensuring that loan packages align with the associations credit philosophy and underwriting policies, procedures, and guidelines. The SCCO also oversees and monitors loan compliance, including working with the credit delivery team to ensure loan covenants and conditions are processed in a timely fashion in accordance with association requirements. Additionally, the SCCO assists in the identification of appropriate lending controls and the development of credit training programs and performs the annual note audit.

Credit Review and Audit

  • Post Approval Review (PAR) Program
    • In collaboration with the Chief Risk Officer and Managing Director – Audit, will lead the Associations PAR program.
    • Annually review the PAR Program Policy, including recommendations that align the “areas of focus” and “PAR selection criteria” with the current risk environment.
    • Develop the scope of review based on the approved selection criteria.
    • Conducts quality assurance reviews on all aspects of loan underwriting and documentation including an appropriate risk-based scope.
    • Facilitates peer credit review process, including training and coaching credit analysts as they conduct quality assurance reviews. Reviews their work to ensure it meets program requirements.
    • Identifies potential weaknesses and implements corrective actions.
    • Creates timely and relevant reporting of quality reviews and provides reviews to credit management and Executive Loan Committee (ELC).
    • Communicates and presents results to Audit and Risk Committees.
  • Collaborates with Managing Director-Audit to provide support to 3rd party assurance providers and examiners.
  • Monitors any corrective actions or response items as necessary.

Credit & Regulatory Compliance

  • Oversees the monitoring of loan compliance and covenant monitoring.
  • Collaborates with Credit Delivery leaders to ensure loan covenants are processed in a timely manner.
  • Provides monthly compliance reporting to Executive Loan Committee.
  • Recommends revisions of policies, procedures, and lending controls by coordinating with credit analysts, relationship officers, and credit management to ensure that business requirements are met and underwritten correctly.
  • Identifies updated regulations and statutes and coaches/trains team members on updates to ensure compliance with Farm Credit Administration and FMFC regulations, policies/procedures, and industry standards.

Credit Training & Development

  • Coordinates and/or leads regulatory training requirements resulting from credit examinations, audits, and quality control reviews.
  • Develops process improvement opportunities for credit staff members based on review findings and results.
  • Creates & prepares innovative compliance training tools to meet credit team needs.

Perform Annual Note Audit

  • Perform the annual note audit in accordance with the note audit procedures.

Knowledge, Skills, and Abilities:

  • Expert knowledge around quality assurance review, operations, credit and/or audit plans and execution.
  • Working knowledge of Word, Excel, PowerPoint, Outlook sufficient to create, update and save a variety of documents.
  • Skill in identifying key issues and relationships relevant to achieving long range goals or vision.
  • Skill in creating and delivering effective presentations
  • Demonstrated knowledge of credit analysis and regulatory requirements with respect to borrower’s rights.
  • Skill in making business decisions using a systematic, evaluative, information-based approach rooted in ethics and social responsibility.
  • Oral and written communication skills sufficient to discuss a variety of job-related topics, and to effectively communicate complex topics to a variety of audiences.

Desired Qualifications:

  • At least 5 years of experience in lending of business credit underwriting and compliance.
  • Bachelor’s degree in Finance, Business, Economics, or related field, OR an equivalent combination of education and experience sufficient to perform the essential functions of the job.
  • Knowledge and experience in performing quality assurance review, operations, credit and/or audit plans and execution.
  • Ability to understand and interpret underwriting standards, guidelines, and procedures.

Min $91,000 to Max $139,000
