As a Program Management Officer, you will: Advise and assist the Division Deputy Director on the overall direction, interpretation, implementation, and evaluation of management policies in Division programs Manage day-to-day budget execution and division spend plan Advise management regarding budget ceilings and funding allocations Perform supervisory duties for a small group of administrative staff Advise on human resource management strategy, policies and program goals Serve as the principal contact for managing the development of contracts, interagency agreements, Grants and Cooperative Agreements

Applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative applicant drug test result. In order to demonstrate commitment to the HHS goal of a drug-free workplace and to set an example for other Federal employees, employees not in a testing designated position may volunteer for unannounced random testing by notifying their Drug-free Federal Workplace Program Point of Contact upon hiring.

The program offices (losing and gaining), in coordination with HRO, will notify the selectee and negotiate the effective date of the detail between the losing and gaining CIOs. HRO will process the paperwork based upon the terms of the Statement of Understanding. Desired Qualification Requirements/Experience: Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of important public programs. Proven experience with CDC program management support systems (e.g. ICE, IRIS, UTAMS, ICGE development, Grant Solutions, MACCS, etc.) Experience with budgetary strategic planning and evaluation processes Experience with interagency agreements (IAA), and reimbursable agreements Knowledge of CDC management and operations policies (e.g. travel, procurement, performance management, TAS) Excellent organizational and analytical skills, ability to handle multiple priorities Excellent time management and interpersonal skills Good critical thinking and problem-solving skills COR II Certification preferred Applicants must currently occupy a full-time Career or Career Conditional competitive service position within CDC/ATSDR or an Excepted Service position under the Schedule A, Schedule B, or Veterans Recruitment Appointment Authority within the CDC/ATSDR or Commissioned Corps equivalent, unless otherwise specified in the Announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
