Description: Provide Program Management support to Tactical Airlift Program Office, PMA-207. Directly support the KC-130J IPT Level II and III Leads to analyze program requirements, status, and schedules. Participate as a member of a Program IPT and IPT directed business meetings. Collect, complete, organize, and interpret technical data information relating to aircraft acquisition and product programs. Create/manage procurement documentation in Procurement Management Tool (PMT). entries (Procurement information, procurement schedule, PID Package development). Track and report status of Procurement Initiation Documents (PIDs) in PMT. Coordinate with Data Manager to Monitor/report status of incoming Contract Data Requirements Lists (CDRLs). Track and route Technical Evaluations, Request for Proposals, and Purchase Requisitions in PMT. Manage and report status of Procurement Milestones via close coordination with PID procurement team including IPT members, Contract Specialist and Procurement Contracting Officer (PCO). Coordinate with Contract Specialists to develop, track, and report status of Contracts actions. Utilize Common Spend Plan Tool (CSPT) to create SPIDs cross-referenced to PMT PID Records.is desired.

Location: Lexington Park, MD

Education: BS or BA degree in a Business or Management.

Allowable Substitution: An AS or AA degree and an additional four (4) years of experience; OR an additional six (6) years of experience may be substituted for a BS or BA degree.

Experience: At least four (4) years of experience in program management, financial management, technical or business analysis discipline; and included in the four (4) years, there must be at least four (4) years of experience in program management, financial management, technical or business analysis; and included in the four (4) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development. Demonstrated experience in the program/project status and schedules. Demonstrated knowledge of SECNAV, OPNAV, and OSD policy and documentation related to the planning-programming-budgeting system (PPBS), life-cycle management of military acquisition programs (as specified in the DoD 5000 series). Must have experience processing program acquisition, budget, funding, and contract documentation for military programs. Knowledge of the following required: CSPT and PMT Government IT Systems.

Desirable Skills/Abilities: Highly proficient with the Microsoft Professional Office Suite including Microsoft Word, Access, Excel, Power Point, and Project; detailed oriented; well-developed written and oral communication skills; ability to read, write and review technical documents, and reports; ability to track and report status of assigned tasking, ability to assess established business processes, identify/document business process problems and recommend business process improvement initiatives; strong team building skills and ability to develop and maintain a highly integrated network of team members required to successfully execute the tasking listed above.
