As a Development Plan Reviewer with the Town of Holly Springs, you will be a part of a team of professionals that focuses on the planning, engineering review, and construction of land development projects in a growing and dynamic community. Your role as a Development Plan Reviewer will be to provide a technical civil review of private and capital projects and to coordinate with development professionals and developers to help them reach the construction of their project.

Position Information
The Development Plan Reviewer (I/II/III) position is a career ladder position and could be filled as a Development Plan Reviewer I, II, or III depending on the chosen candidate’s qualifications. The career ladder offers a great opportunity for professional growth and development within this position and the town.
- The Development Plan Reviewer I position is the entry-level position. This position performs professional-level plan review assignments and receives considerable supervision from the Engineering Manager. The salary grade for this position starts at $63,419.20.
- The Development Plan Reviewer II position requires an Engineering Intern Certification and three years of direct plan review experience focusing on utilities and roadways. This position performs plan review assignments of moderate difficulty at a more elevated level compared with the Development Plan Reviewer I.A Development Plan Reviewer II is expected to work more independently than a Development Plan Reviewer I, receiving general supervision from the Engineering Manager. The salary grade for this position starts at $67,204.80.
- The Development Plan Reviewer III position requires PE Certification. This position performs plan review assignments at an advanced level and often leads with larger, more complex plan review assignments. A Development Plan Reviewer III exercises greater independence and judgment, receiving general supervision from the Engineering Manager. The salary grade for this position starts at $71,240.00.
What you will bring to our Development Services Team:
- A Bachelor’s degree in Engineering, Construction Engineering & Management or related field; Professional Engineer Preferred
- Considerable related experience in work with water, sewer, reclaimed water and roadways
- Knowledge and/or experience with utilizing Engineering Design and Construction Standards.
- Demonstrated ability to complete reviews of multiple projects of varying complexity.
- Strong analytical and critical thinking skills
- Strong organizational, verbal, and written communication skills
What you will be doing:
- Utilize knowledge in civil engineering in technical review of civil construction plans, plats, and permits of private development as well as town improvement projects for compliance with the Town’s Engineering Design and Construction Standards and town ordinances
- Serve as a resource and support for Town of Holly Springs Development Inspectors who complete infrastructure inspections per the approved plan.
- Recommending updates to the town’s standards and policies consistent with current construction practices and industry standards
- Provide customer service to assist the development community and design professionals with information, processes, and technical guidance
- Coordinate with state and federal agencies for consistency in processes and implementation of regulations
- Exercise judgment and provide independent action, including frequent contact with citizens, engineers, and developers.
