JOB SUMMARY
Assists citizens, developers, and staff in addressing planning and zoning related inquiries as well as reviewing land development proposals, plats, special use permits, variances, lot line adjustments and site plans. Provides technical assistance and support for the Development Assistance Planning Division.

Major Tasks, Duties, and Responsibilities

ESSENTIAL FUNCTIONS

  • Responds to routine inquiries in person, by phone, and by e-mail from citizens and the development community related to land development.
  • Serves as the project manager in evaluating land development proposals which require administrative approval, including plats, variances, lot line adjustments, site plans, etc. Prepares memos and reports on planning processes.
  • Reviews single family residential building permits, sign permits and fence permits to ensure compliance with all applicable zoning requirements.
  • Assigns new addresses to new developments and/or lots. Maintains address maps and database.
  • Researches, compiles and organizes information for special projects under supervision.
  • Work includes interaction with the applicant, referrals to internal and external agencies, preparation of staff reports and decisions for the Planning Director and oral presentations to Board of Adjustment, Planning Commission and City Council.
  • Performs other duties as assigned.

Essential Qualifications

EDUCATION

  • Bachelor's degree in City or Regional Planning or related field.
  • With a Bachelor's degree in a related field, requires six months to one year of experience as a professional planner with a local government agency. With a bachelor's degree in planning, a completed 6-month internship or job in the planning field is required.

Other Knowledge, Skills and Abilities


  • Possess basic knowledge of planning principles and with comprehensive and neighborhood planning.
  • Possess basic understanding of the development review process and an ability to understand the City organizational structure.
  • Possess strong written and verbal communication skills.
  • Have strong computer skills.(GIS and Sketchup experience is desirable.)
  • Ability to manage multiple tasks and handle a number of projects while keeping track of details and effectively meeting deadlines.
  • Possess the ability to analyze problems, and propose clear, concise alternatives and solutions.
  • Ability to work independently and within a team.
  • Ability to provide excellent customer service.
  • Background check required.

PHYSICAL AND MENTAL REQUIREMENTS

PHYSICAL REQUIREMENTS

Lifting and Carrying: Must be able to lift and move and supplies weighing up to 30 pounds with assistance when needed.
Body Positions: Majority of the workday is spent at a desk or counter working with citizens and staff.
Hearing: Must be able to respond to telephone and in person requests from citizens and staff.
Vision: Must be able to read maps, plans, computer screens, and handwriting on a variety of forms.

MENTAL REQUIREMENTS

Mathematics: Basic skills to include addition, subtraction, multiplication and division for determining fees and zoning standards. Reads and interprets planning and engineering documents and drawings.
Language Ability: Must be able to communicate effectively verbally and in writing with citizens and staff.
Reasoning: Use reasoning to interpret codes and ordinances.

WORK ENVIRONMENT
Work is performed primarily in an office environment with frequent interruption from citizens and staff. Occasional field work required.

Our pension fund is a social security replacement, money purchase plan. Mandatory employee contribution is 11% of gross base salary; city contribution is 13% of gross base salary.

SICK LEAVE
Full-time employees earn 8 hours per month. Part-time employees earn 6 hours per month.

VACATION
Full-time employees with less than five years of service earn 8 hours per month. Part-time employees with less than five years of service earn 6 hours per month.
