Job Summary


Under the supervision of the Community Development Manager, responds to requests, violation notices, permit questions and specifications, processes application for new home builds, accessory structures and more in preparation for the Committee of Architecture and performs land use inspection work for the Committee of Architecture and promotes community pride.


Partner with community organizations and businesses to promote effective neighborhood communications and neighborhood revitalization and assist with promoting community pride.


Performs both enforcement and non-enforcement duties in support of the Community Development Department. This position is responsible for investigating and enforcing the Declaration of Reservations related to: aesthetics, public nuisance and building enforcement. This position is also responsible for issuing warnings, citations, summonses and court notices to violators.


Employee handles normal reoccurring assignments on his/her own referring new and unusual or policy matters to others.

Essential duties and responsibilities may include, but are not limited to the following:


  • Conducts field inspections of properties to determine compliance with conditions of approval, covenants and land use regulations.
  • Investigates and documents various violations, establishes time limits prescribed by law or procedures; documents progress with return inspections using visual observations, notes, and photographs; serves administrative citations and/or municipal summonses.


  • Testifies in court when voluntary compliance is not obtained; maintains files and photographic evidence for use in court.
  • Maintains case files of warning notices for follow-up.
  • Maintains a daily log of activities in the field. Investigates and acts upon complaints from staff and citizens.
  • Takes appropriate action for disposition of complaints and clarifies applicable ordinances; resolves disputes or refers matters to other agencies.
  • Prepares hearing notices and tracks progress with legal counsel and clerk for follow up and agenda preparation.
  • Documents detailed reports of inspections, complaints and violations. Prepares correspondence regarding violations.
  • Tracks and monitors violations in a que to stay on schedule and works with community and deadlines for compliance.
  • Assists the Director and other team members as needed in preparation of bi-weekly COA Meetings, special work sessions, reporting, etc.
  • Assists with agenda preparation, creation, special work sessions and reports for bi-weekly COA meetings.
  • Reviews plans, permits and applications, copying, scanning and utilizing database for record-keeping and follow up.
  • Communicates and interacts effectively with individuals and groups at all levels and informs interested and involved parties of matters requiring their attention.
  • Is inclusive and creative in problem-solving ideas and ways to education and communicate to the community at large for covenant related information.
  • Promotes community pride by assisting with educating the community on the importance and value of the Declaration of Reservations through aesthetics, home value, community value, community clean-up efforts, engagement efforts and more initiatives that the department embodies.
  • Be advocates promoting health and safety in the workplace.

Knowledge


  • Knowledge of the principle and practices of covenants, land use regulations, or legal regulatory requirements, of general principles and practices of inspections, evidence gathering and documentation.
  • Thorough knowledge of current principles and practices applicable to assigned areas of responsibility; local, state and federal laws and regulations related to assigned functions.
  • Knowledge of specialized code enforcement software.


Skills


  • To maintain an effective working relationship with others; to read and interpret blue prints, plot plans, and plat maps.
  • Advanced computer skills to include the ability to use Microsoft Word, Excel PowerPoint and an electronic document management system.
  • Interpersonal skills in dealing tactfully with customers to resolve violations.
  • Utilize positive and professional communication skills.
  • Skilled in the use of critical thinking, problem solving and verbal de-escalation techniques.

Required Qualifications (Note: Any acceptable combination of education, training and experience that provides the above knowledge, abilities and skills may be substituted.)


Required Education/Certifications Required


  • High school diploma or GED
  • One year of code enforcement related work experience required.
  • Experience with conflict resolution and understanding of legal procedures.
  • Must have and maintain a valid Colorado class R drivers license.


Preferred Education and Experience


  • Bachelors degree from an accredited school with a degree in Police Science, Criminal Justice, Urban Planning, or a closely related field.


Position Type/Expected Hours of Work


  • This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m.


Special Requirements


  • Must provide own safety footwear.
  • Familiarity with computer programs in Word/Excel/Access
  • Adapt to unique and changing situations.


Physical Demands


  • Frequent use of keyboard devices, field visits require walking over uneven or rough terrain.
  • Frequent hours spent driving the community, getting in and out of a car/ SUV.


Unusual Demands


  • Work is subject to frequent interruptions and deadlines; may be required to work beyond normally scheduled work hours, occasional exposure to inclement weather. Assistance during call backs and emergencies, subject to reoccurring deadlines and interruptions, subject to work hazards and unpleasant conditions, occasional exposure to inclement weather, may be required to work beyond normally scheduled work hours.


Other Duties


  • Performs related work as required.
  • Scan documents into electronic document management system.
  • Cover for supervisor at meetings when supervisor is unable to attend.
  • Attends bi-weekly COA meeting and assists with minutes
