DEQ has an open opportunity for a State Energy Office Deputy Director.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

This position will serve as the State Energy Office Deputy Director for the NC DEQ State Energy Office managing the Policy & Planning Unit and the Finance & Budget Unit within the Division. Position is responsible for establishing division and program goals, developing work standards, and monitoring and reporting of fiscal management to meet the DEQ mission.

Key Responsibilities:


  • Interacts with other DEQ divisions and state agencies to meet compliance obligations at the state and federal level.
  • Establishes, develops and revises work standards and internal operating policies/procedures to meet agency, state and federal goals and objectives for energy policy, planning and programs.
  • Develops and evaluates operational goals for the State Energy Office including workforce and organizational development, financial, project management, and marketing.
  • Manage and oversight of the Policy and Planning Unit monitoring, analyzing and determining implications of policy actions.
  • Provides technical and administrative support for Council, committee and stakeholder interactions.
  • Assists the State Energy Director in establishing annual budget, monitoring and reporting of costs and expenditures related to funds managed by the office.

The North Carolina Department of Environmental Quality (DEQ) State Energy Office (SEO) serves as the agent of energy planning and program development to ensure a sustainable energy future for the citizens of North Carolina. This Division provides services and technical expertise on energy efficiency, encourages the growth and development of the state's energy economy, and works to increase the use of renewable energy and alternative fuels. This division develops, implements, and monitors energy policy and programs that include but are not limited to clean energy, resiliency, weatherization, etc. Ensuring and supporting energy affordably for numerous programs within DEQ. This Division increases access and accelerates the transition of clean energy efficiency, transportation, and weatherization for the citizens of North Carolina. Its mission is to keep North Carolina citizens warm in the winter, cool in the summer, and safe all year long while educating the public about energy efficiency and household safety. Recruitment Range: $69,236 - $100,234

To qualify for this position, applicants must document on the application that they possess
ALL of the following:

  • Demonstrated experience of energy policies concerning the administration of energy environmental or natural resource management program; energy efficiency; energy production, weatherization programs, renewable energy and/or energy conservation technologies.
  • Demonstrated experience of federal and state laws and/or regulations pertaining administering federal and/or state energy, weatherization assistance, and/or environmental or natural resource programs.
  • Demonstrated experience in project management, including recommending appropriate actions to higher-level management.

Management Preferences:

  • Project Management Professional (PMP) certification

Minimum Education and Experience Requirements

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and six years of progressive experience in environmental work including two years in a supervisory capacity; or an equivalent combination of education and experience.
