About the Position

Work is performed under the general supervision of a higher echelon manager . Final results of work efforts are evaluated for effectiveness in achieving goals and objectives of the unit managed, and for the effectiveness in facilitating the achievement of department/agency level mission and purpose. Judgments and decisions are guided by general policies; broadly outlined, and complex regulations; and past decisions, experiences, and practices relating to the programs, functions, and services of the unit managed.

Work is characterized by multiple complex and diverse assignments which have significant impact on the use of our technical, professional, and project management offerings to help inform and educate the public about the programs and services of the County Government

Primary Responsibilities and Activities:

The Community Engagement Manager will direct the operations and multiple resources of the Community Engagement/Media Services Unit. This includes County Cable Montgomery (CCM), the government access channel; the Office of Broadband Programs’ social and digital media efforts which include the creation and management of cable, broadband, programming, and digital equity related social media & traditional websites. These digital products include content for YouTube, Facebook, Twitter, Instagram, TikTok, and e-newsletters. Additionally, this position manages the creation of PSA/video productions; podcast productions; remote live productions and technical environments which facilitate coverage of community and government events in the County and the Technical Operations Center (TOC) which provides monitoring and distribution of the County's eleven public, education, and government access channels.

The qualified applicant should also have experience/ that includes contract/procurement competence, as well as some budget management experience.

The incumbent will report to the Chief Broadband Officer who heads the Office of Broadband Programs.

A criminal background will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.

Minimum Qualifications

Minimum Qualifications:

We are looking for a candidate with a minimum of five (5) years of professional experience that includes project management, marketing outreach, community engagement, and/or digital and social media outreach and a bachelor’s degree from an accredited college or university. A combination of education and/or experience may be substituted for the education or experience.

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:

  • Knowledge of the principles and practices of contract administration, budget and financial management, and human resources management.
  • Ability to plan, direct and supervise the work of subordinate supervisory, professional, administrative, and/or labor/trades personnel.
  • Experience with planning, creating, and maintaining websites and/or other digital media assets such as podcasts, PSAs, etc.
  • Ability to strategically plan, organize, coordinate, and administer the operations of one or more organizational units.
  • Experience or training in project management.
  • Ability to establish and maintain effective working relationships with officials, managers, employees, and the public.
