Minimum Qualifications:
Bachelor's Degree in criminal justice or a related field required; supplemented by five years of progressively responsible supervisory experience in law enforcement and ten years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license and Georgia Peace Officer Standards and Training (POST) Certification.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions
and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose of Classification:
The purpose of this classification is to direct overall activities to the Marshal's Department, to ensure provision of specialized court-related law enforcement services to citizens of Fulton County. Responsibilities include managing assigned staff, establishing the mission, direction, priorities, goals, and values of the Marshal's Department; allocating departmental resources; and developing, implementing; and maintaining the departmental budget This classification is distinguished from Chief Deputy Marshal in that this class manages the entire Marshal's Department and makes decisions concerning the budget and service delivery for the department, whereas the latter assists and advises the Marshal in the daily operations of the department.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Establishes the mission, direction, priorities, goals, and values of the Marshal's Department: interprets and enforces federal and state laws, local ordinances, policies, and procedures; oversees departmental planning and accomplishment of established goals and objectives; develops long and short-term goals; recommends new policies and procedures; ensures the safety of work environment in compliance with applicable laws, rules, and regulations; initiates actions necessary to correct deviations or violations; and advises elected officials on policy matters that affect operations of the Fulton County Court System.
Supervises, directs, and evaluates assigned staff: makes hiring, promotion and termination decisions; organizes, prioritizes and assigns work; oversees compilation and maintenance of personnel records; oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; acts as a liaison between employees and management; assists with complex or difficult situations and trains staff in operations, policies, and procedures.
Develops, defends, and administers departmental budget: prepares annual budget requests; approves or denies specific expenditures; monitors expenditures against approved budget; makes adjustments as necessary; prepares federal, state and local grant applications; monitors financial transactions to ensure compliance with approved budget; and appears before County Commission to explain budget matters.
Facilitates adjunct staffing at the Fulton County Public Safety Training Center.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including court orders, precepts, budget items, invoices, purchase requests, personnel information and other items; reviews, completes, processes, forwards or retains as appropriate.
Prepares or completes various forms, reports, correspondence, legal records, training records, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with Board of Commissioners, Magistrates, Judges, Marshals, Police Chiefs, Sheriffs, Federal Law Enforcement Agencies, citizens, business and community groups, and other individuals as needed to coordinate work activities, review status of work, exchange information, address community concerns, or resolve problems.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices related to the Fulton County Court System; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions.
Serves on committees, task forces, and special projects to facilitate the work of the justice system.

Performs tasks as directed by State Court Judges. Performs other related duties as required.
