Information Technology Business Analyst - Senior Specialist

This position develops and prepares the agency's IT Portfolio for submission to the Office of the Chief Information Officer, incorporating identified IT strategic and tactical plans. They will contribute business perspective to the development of IT solutions so that technology applications are better designed to address business needs. The incumbent will manage IT projects for multiple statewide program areas and supervises system analyst staff.
Duties include but are not limited to:
IT strategic and tactical planning -
- Works with business areas and consultants to develop a roadmap of IT and data strategies.
- Collaborates with the Chief Information Officer (CIO) and agency program managers to develop a formal IT strategic and tactical plan.
- Analyzes and documents agency business processes and needs. Gathers requirements, defines, elicits, models and analyzes business requirements, produces written requirement specifications, validates, prioritizes and manages requirements.
- Facilitates the discovery and verification of business drivers through interviews, workshops, and design sessions.
- Uses expertise to solve complex business problems with IT solutions.
- Identifies and analyzes existing agency IT assets, data and needs to develop solution options that leverage existing technologies.
- Analyzes, interprets and communicates state IT policies to agency projects and program areas.
- Administers system reviews and OCIO IT project assessments.
- Produces OCIO mandated plans, procedures and compliance deliverables and manages reporting back to OCIO.
- Defines, documents, and maintains agency IT project management process. Administers, tracks, and schedules IT solution implementations for agency divisions and program areas.
- Adjusts schedules and resource management to deal with project changes.
- Develops and maintains efficient information systems that optimize administration and maintenance resources.
- Develops and executes system test plans, including user acceptance testing (UAT).
- Supervises and assigns work to systems analyst staff.
- Administers and conducts staff performance reviews for supervised staff.
- Participates in the establishment of enterprise or statewide DES master contracts.
- Represents IT services in the acquisition of IT solutions and services.
- Plans and schedules meetings and prepares training materials.
- Leads meetings to gather requirements and to explain solution options to non-technical management.
REQUIRED QUALIFICATIONS:
- Bachelor's degree in Computer Science or a closely related field AND
- Three (3) years of experience in enterprise-level IT business analysis or project management.
- Associate's degree in Computer Science or a closely related field AND
- Five (5) years of experience in enterprise-level IT business analysis or project management.
- Valid unrestricted (except for corrective lenses) driver's license.
- Project Management Office (PMO) experience as a business analysts or project manager.
- Experience in facilitating meetings and conducting presentations.
- IIBA Business Analysts Certification.
- PMI Project Manager Certification.
- LEAN Practitioner Certification.
- Excellent organizational and time management skills.
- Ability to manage multiple priorities and projects.
- Ability to identify what should change by understanding systems impact by business processes.
- Analytical thinking and problem-solving skills.
