Job Summary

This position will provide professional level Human Resource services for the Department of Commerce ensuring efficient Human Resource processes and procedures are followed in accordance with state and federal laws, rules, and statutes.

This position will:

  • Coordinate classified recruitment and selection process.
  • Job classification
  • Manage the employee benefit programs
  • Coach and advise supervisors on issues relative to bargaining agreements, personnel policies and procedures.
  • Oversees new employee orientation.
  • Administer the personnel transaction efforts of the agency.

Qualifications

Minimum Qualifications

Bachelor’s Degree in Human Resources or related field AND one (1) year experience working in a Human Resources Office providing service in at least two of the following areas: staffing/talent acquisition, job classification, recruitment, applicant tracking systems, insurance and retirement benefits programs, onboarding/offboarding.

OR

Two (2) years’ experience working in a Human Resources Office providing service in at least two of the following areas: staffing/talent acquisition, job classification, recruitment, applicant tracking systems, insurance and retirement.

Applicants who meet the above education/experience requirements will be further evaluated based on the following:

  • Strong written and verbal communication skills sufficient to write, prepare, and edit materials such as memos, procedures, reports, presentations, policies, etc.
  • Excellent interpersonal skills and ability to collaborate and develop effective relationships with people from diverse backgrounds and at different levels.
  • Strong time management and organizational skills.
  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint) software programs.

Preferred Qualifications

Experience in SEMA4 personnel transaction processing.

Experience in analyzing job classification.

Experience with OBIEE.

Experience with the State’s PTR (Personnel Transaction Request) system.

Knowledge of state and federal employment laws, Minnesota Statues, personnel rules, and State of Minnesota bargaining agreements.

Experience in working in a union environment.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
