The State of New Hampshire, Department of Transportation, Bureau of Highway Maintenance, District 1, has a full-time vacancy for a Highway Patrol Foreman.
SUMMARY: To plan, coordinate, and perform work on projects and tasks and to supervise the work and assignments for assistant foremen, crews and contractors performing activities for a Highway Patrol Section (District or Turnpike System) for the NHDOT. Ensures that all work is performed in a cost-effective manner and in accordance with regulatory, safety, environmental requirements, and within the industry and Departmental policies and standards.
MINIMUM QUALIFICATIONS:
Education : Associate's degree from an accredited institute of higher education with a major study in civil technology or public works administration, or two years of college with a minimum of six semester hours in civil technology or public works administration.
Experience : Four (4) years of experience in all phases of highway maintenance and general highway construction, two years of which involved supervision in directing groups in highway maintenance and construction procedures. Each additional year of approved work experience may be substituted for one year of required formal education up to a total of two (2) years.
License/Certification: Must possess a valid Commercial Diver's License, Class B (CDL-B) with appropriate endorsements. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the Department of Transportation.

SPECIAL REQUIREMENTS:
As of June 23, 2020, offers of employment are conditional upon the individual obtaining a Commercial Driver's License medical card unless the candidate is currently employed by the State of New Hampshire.
Must receive a negative result on a pre-employment urinalysis drug screen in accordance with the Code of Federal Regulations and US DOT requirements.
Must be able to lift/carry material weighing up to 50 lbs. on an intermittent basis.
Must have a telephone or acceptable means of communication and be available 24 hours per day.
All accountabilities must be conducted in full conformance with all risk management, safety and environmental standards, regulations and administrative orders.
Responsibilities:
Assists in hiring process, trains and supervises the work of assistant foremen, patrol crews, and mechanized equipment operators performing highway maintenance and roadside facility operations to an assigned portion of the state highway system) NH district Highway or Turnpikes Systems). Inspects project and work quality of tasks performed by personnel, including private contractors, to ensure cost-effectiveness, timely completion, appropriate use of resources, and adherence to safety, environmental, and departmental guidelines and standards.
Trains subordinate employees in proper maintenance, safety, and environmental procedures; ensures that equipment maintenance, proper staffing levels, adequate materials, and safety procedures/protocols are in place for personnel and private contractors who are performing work activities under adverse conditions with exposure to high-speed traffic, hazardous materials, inclement weather, extreme temperatures, and in disaster situations.
Maintains and updates information including time/attendance, work performance data, and documentation concerning personnel matters in accordance with the Department best management practices. Develops and maintains respectful and harmonious working relations between employees within the patrol crews.
Observes environmental and road conditions, such as winter storm roads or rain/flooding issues to determine appropriate actions for plowing or necessary road maintenance mitigations/interventions to ensure road safety and quality. Monitors the rate-of-application of highway materials and substances to ensure adequate supplies and efficient uses based on varying weather, traffic and geographic conditions; provides direction to patrol crews and contracted equipment to assure Department's policies and mission is met.
Assesses and prioritizes the short-term work assignments for patrol section personnel and for contracted assets to ensure the efficient use of department resources, quality of work and integrity of the highway system in accordance with the industry standards, department policy and governmental regulations.
Prepares reports to track project materials, cost accounts and to document work completion efforts; performs bookkeeping and other business reporting functions as required.
Meets with government officials, abutters and contractors regarding access and utility permits, right-of-way encroachments and highway related problems to protect public interests, ensure permit compliance and further department goals.
Interprets, implements and enforces regulatory requirements related to safety, environmental and industry standards as they pertain to the roadway infrastructure, employees and contractors to assure the safety and mobility of the traveling public.
Supervises the maintenance of all assigned equipment, buildings and facilities to provide proper operation, serviceability, cleanliness and safety.
Must respond immediately in performing winter maintenance and/or other traffic emergency activities as needed on a 24-hour per day basis, throughout the entire year.
