General Statement of Duties
The Health Educator plans, develops, and implements medically accurate, developmentally appropriate, and culturally relevant content that targets behavioral outcomes and promotes healthy sexual development.
Essential Duties and Responsibilities
This is a highly responsible position involving the development and implementation of quality sexual health programs that are consistent with scientific research and best practices, reflect the diversity of audience experiences and identities, and align with school, family, and community priorities.
Plans and implements quality sexual health education that provides students with the knowledge and skills to help them be healthy and avoid unintended pregnancy, sexually transmitted diseases (STDs), and human immunodeficiency virus (HIV), and develop critical thinking and problem-solving skills.- In coordination with multiple school district officials, develops a teaching schedule to implement evidence based sexual health education to students in grades 6 through 9.
- Through the Title X Family Planning Clinic plans, develops, and implements health education campaigns to provide the essential knowledge and critical skills needed to decrease sexual risk behaviors.
- Assesses community priorities and need to develop education programs.
- Coordinates education programs with interest groups, community stakeholders, and healthcare specialists.
- Serves as a community resource for reproductive and sexual health for individuals, groups, families, and the community.
- Completes annual work plan and progress reports and submits within stated deadlines.
- Follows budget guidelines issued by Butte-Silver Bow and the State of Montana Department of Public Health and Human Services (DPHHS).
- Provides main office coverage in the Title X Family Planning Clinic as needed.

- Performs public health emergency response duties as assigned and consistent with training provided, in response to threats to the public’s health consistent with job classification.
- Participates in department and community emergency response training and drills in support of public health emergency and disaster preparedness consistent with job classification.
- Assumes responsibility for own professional growth and development by pursuing education, participating in professional committees and work groups, and contributing to a work environment where continual improvements in practice are pursued.
- Responsible for using quality improvement (QI) and performance management (PM) processes and/or techniques to improve the effectiveness of the program.
- Performs other duties as assigned consistent with job classification.
- Perform all duties and work assignments in compliance with project quality requirements.
- Act responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.
- Treats others with courtesy and respect in all interactions.
Acceptable Education, Experience and Training
- Bachelor’s degree preferred, in public health, behavioral/social sciences, clinical sciences, education, or a related field.
- Two years of relevant experience in health field or education preferred.
- Experience teaching an evidence-based curriculum preferred.
- National Incident Management System (NIMS)/Incident Command System (ICS) 100, 200 and 700 training within six months of employment.
Required Knowledge, Skills and Abilities
- Knowledge of the core functions and essential services of public health.
- Knowledge of program planning, implementation, and evaluation.
- Knowledge of training principles and methods, needs assessment, design, and evaluation.
- Knowledge of course design, teaching methods and techniques for presenting material.
- Knowledge of health promotion and health education theories and practices related to behavioral change and youth learning.
- Knowledge of family planning, growth and development, sexually transmitted diseases, and other sexual health related concerns.
- Ability to understand that individuals have the right to manage their own sexual health.
- Must be comfortable providing education about sensitive topics.
- Ability to represent Butte-Silver Bow in the community in a positive manner.
- Interpersonal communications, group process and facilitation skills.
- Strong communication and interpersonal skills to a variety of audiences (i.e., non-judgmental, objective, reflective, empathic, patient, tactful).
- Ability to establish rapport with youth.
- Demonstrates computer use ability in word processing, spreadsheet, and database software.
- Ability to use a wide range of audio-visual equipment.
- Strong organizational and record-keeping skills.
- Ability to work independently and be self-motivated (often in the field).
Due to the need for all Health Department personnel to respond to public health emergencies, the employee must be assessed for his/her ability to meet the physical demands of performing the following activities:
Must be able to be fitted and wear NIOSH 95 mask.- Engages in the following movements: Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, grasping, feeling and writing and repetitive motions.
- Exerts up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects.
- Hearing ability sufficient enough to communicate with others effectively in person and over the phone.
- Visual ability must be sufficient enough to read documents, computer screens and drive a vehicle.
If unable to demonstrate these abilities based upon a standardized, objective assessment, all reasonable accommodations will be made, in compliance with the Americans with Disabilities Act and any other applicable federal and Montana law.
Working Conditions While Performing Essential Functions
General office setting in the Health Department facility, and schools in Butte-Silver Bow and Jefferson counties, as well as community sites.- Work performed in the community is sometimes subject to conditions that range from inclement weather to dangerous conditions such as snow/ice, cold, heat, noise, wetness/humidity, vibration, sudden temperature changes, and poor illumination at the job site or due to travel on the job. Travel to and from field locations may subject worker to increased risk of driving hazards.
- Community locations may subject worker to communicable diseases, insects and other disease vectors, toxins, hazardous materials, chemicals and animals.
- In all settings, employees in this classification may occasionally need to relate to members of the public who exhibit challenging, atypical or hostile behaviors and/or communication.

Computer, fax, copier, personal or county vehicle, and various equipment and supplies.

Required Special Qualifications
- Valid Montana driver’s license, current certificate of vehicle insurance, and access to reliable transportation to all assigned work locations.
- Must be a resident of Butte-Silver Bow during employment, according to Butte-Silver Bow Ordinance 2.08.010: Residence during employment. From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 § 1, 1979)”
