Job description
The Program Manager (PM) will direct a team of over twenty (20) Financial and Budget Analysts to provide the Federal Protective Service (FPS) Financial Management Operations (FMO) specialized expertise in financial, revenue, accounting, budgeting and other analytical activities considered to be mission critical. The PM shall be a single point of contact for this effort and shall possess expert skills in communication, teamwork, leadership, and motivation. Additionally, the PM shall possess extensive knowledge in Budget Formulation and Execution, Revenue, and Financial Management and Reporting.

- Taking iterative steps to plan various routine and emergent projects.
- Organizing the overall contracting team while clearly identifying roles and duties of team
- members.
- Leading the team(s) through completion of requested deliverables, and control daily
- activities by constantly measuring, evaluating, and correcting daily, routine, and
- emerging activities.
- Providing constant status reports on all deliverables requested by the FMO Division
- Directors, RM Directorate Assistant Director, RM Directorate Director, and other FPS
- Senior leadership.
- Ensuring proper and constant coordination is established with FPS regional Mission
- Support personnel on all items related to FMO responsibilities and/or oversight.
- Ensuring all Contractor work performed under this SOW is accurate and complete.
- A master’s or doctorate degree in one of the following disciplines: Finance, Accounting, Business, or related discipline. Relevant work experience may be used to substitute for degree requirements.
- Project Management Professional (PMP) or Program Management professional certification
- Five (5) years of experience in a supervisory or team lead position.
- Ability to communicate effectively, both orally and in writing
- Ability to conduct detailed research and analysis of technical and cost data
- Ability to read/interpret management policy, regulations, and directives
- The ability to work effectively with a group or independently
- Advanced organizational and leadership skills
- The ability to effectively manage several projects at one time
- Experience and expertise in analyzing and identifying improvements needed to ad hoc and standard budget and financial management processes.
- Strong knowledge of Financial/Procurement/Travel systems and processes utilized by the Federal Government. Experience in FFMS, Discoverer, Purchase Request
