Job Summary


Health Care Eligibility System Support (HCESS) exists to ensure that Minnesota Health Care Program (MHCP) applicants and recipients receive accurate eligibility determinations, benefits, and service delivery. They provide technical support, problem resolution, and instruction for MHCP systems to Minnesota Health Care Processing Entities (MHCPE), DHS staff, and other stakeholders.

To achieve this purpose, this position works in collaboration with MHCP system users representing the department, administration, division, MNsure, and MHCP processing entities (MHCPE) such as counties, tribes, and Health Care Consumer Supports (HCCS) to:

  • Provide lead work direction to the HCESS team with focus on FCA METS.
  • Represent DHS as a FCA METS business lead on MN.IT projects, system enhancements, transitions to production, and project implementation for MHCP computer systems.
  • Provide oversight and technical support related to FCA METS systems, tools, and manuals.
  • Oversee unit efforts to ensure FCA METS systems transition and maintain accurate eligibility and service determinations.

Qualifications

Minimum Qualifications

Three (3) years professional experience advising and determining eligibility for participants in public assistance or health care programs.

  • Bachelor’s degree or higher in public administration, psychology, social work, public health, education or related field may substitute for one (1) year of professional experience

Preferred Qualifications

  • Experience working in the Minnesota Eligibility Technology System (METS), MAXIS and MMIS.
  • Knowledge and experience with appeals and regulations, state statutes, rules and federal regulations.
  • Strong research, analysis, and problem solving skills sufficient to allow the incumbent to provide solutions and make decisions in an expeditious manner.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
