POSITION DESCRIPTION
TITLE: ENFORCEMENT SPECIALIST/ COURT LIAISON
DEPARTMENT: DOMESTIC RELATIONS
LOCATION: SUSQUEHANNA COUNTY DOMESTIC RELATIONS OFFICE
REPORTS TO: DIRECTOR OF DOMESTIC RELATIONS
RATE: $14.50/HOUR
POSITION STATUS: UNION-ELIGIBLE, FULL-TIME

High School Diploma or equivalent.
Work Experience:
Required Knowledge, Skills, and Abilities:
· Relates well with clients, public agencies, colleagues and the general public
· Possess proficient computer skills
· Ability to work under pressure; deal with stress associated with a confidential Court environment and time restrictions
· Ability and skill to perform mathematical/financial calculations
Duties and Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and/or assigned.
· Maintain a designated caseload and investigate cases where noncompliance with a support order is suggested
· Attach defendant's income and seize periodic or lump sum payments of income as well as take a payment in the office
· Identify and address issues that may impact enforcement such as a parties need for modification, employability of defendant, or locate information
· Schedule matters for contempt before the Court, including computing arrears owed and preparing petitions for contempt
· Scan and index documents
· Review the outstanding bench warrant listing on a daily basis to see if the party has remitted payments to satisfy the warrant and act accordingly
· Monitor cases that may need a Non-Financial order due to case changes
· Monitor cases that have been submitted to the Credit Bureau Reporting program
· Attend hearings before the Judge or Hearing Master
· Attend contempt proceedings before the Judge
· Bill individuals for court costs and maintain court costs records
· Conduct Intake interviews and conferences in the absence of other workers within the office
· Assist the public with necessary filings as well as establishment and maintenance of court files
Required Certifications:
Employee must be certified through training in several different areas including certification to perform DNA sampling.
Within 6 Months of Hire:
Employee must attend New Hire Training, through the Pennsylvania CSE Training institute (PACSETI), as this is mandatory per the Cooperative Agreement. The course provides instruction on the foundation of the Title IV-D Child Support Enforcement Program in Pennsylvania with a focus on the regulations, statutes and judicial rules. The course provides an overview of the Pennsylvania Child Support Enforcement System (PACSES) and incorporates simulated PACSES processing. This course is offered online.
Within 12 Months of Hire:
Training is ongoing through employee's entire employment and is mandatory per the Cooperative Agreement. All employees of this agency must cross-train so as to be comfortable and efficient performing other job duties as well as their own. This includes training in house, online, and in various locations statewide.
Physical Requirements:
The applicant must be able to perform the duties and responsibilities of the position in a normal office environment.
Special Requirements:
Employee is to perform any other tasks or duties as assigned by the Supervisor or Department Head.
Employee must be willing and able to attend workshops and conferences as needed.
Employee must be able to work as a team with other Domestic Relations employees and be willing to be cross-trained in other office job responsibilities in order to assist other team members as needed.
