JOB GOAL
The Director of Finance and Operations is responsible for all financial and accounting management for the District. The Director is responsible for creating and overseeing the $64,000,000 budget, plus grants and revolving accounts, for 700 permanent employees and 4,000 students. Additionally, the Director oversees the Finance department, Transportation, the Custodial and Maintenance departments, and Food Services. The Director of Finance and Operations is an integral member of the Superintendent's Cabinet and administers the business operations that ensure the District is able to provide the best possible educational services with the financial resources available.
QUALIFICATIONS
- Education: Master’s degree from an accredited college/university in a related field
- Professional Certification: MA DESE School Business Administrator license or Superintendent/Assistant Superintendent license
- Specialized Knowledge:
- Strong background and training in accounting; Certified Public Accountant (CPA)
or Certified Government Accountant (CGA) preferred - Current knowledge of:
- Municipal law and financial analysis
- Munis financial software
- MA purchasing laws and regulations pertaining to school finance
- MGL 30b Procurement procedures: MCPPO certification preferred
- Advanced technology skills including Google and Microsoft suites
- Ability to analyze process for automation and improvement
- Hiring Requirement: Submission and approval of DESE mandated CORI and fingerprinting
Preferred Experience:
Minimum of five years experience of successful financial management, preferably in a school or municipal business capacity- Experience supervising departments and employee groups
- Experience collaborating with Human Resources
- Experience supervising business and accounting departments, transportation, food services, and maintenance and construction support departments
- Ability to communicate clearly both orally and in writing and able to present financial data clearly and confidently
- Develop financial presentations for various community stakeholders
Performed Responsibilities May Include (but are not limited to):
- Assist the Superintendent in developing financial capabilities that support the Strategic Plan and implementation of the best educational programs for WPS
- Advise the Superintendent on all questions related to the business and financial affairs of the District
- Collaborate with stakeholders in developing the school operating budget, the capital budget, and long-range fiscal planning of budgets
- Monitor the budget and prepare projections and periodic analyses
- Supervise the preparation and submission of appropriate federal, state and local reports and grants
- Conduct multi-year forecasting of revenues, expenses, and other data including enrollment projections
- Supervise the school support services in collaboration with the Director of Buildings and Grounds, the Food Services Director, the Transportation Coordinator, the contracted bus company, and the Director of Community Education.
- Collaborate with the Director of Student Services, the Assabet Valley Collaborative, and the Transportation Coordinator to arrange transportation for students with special needs
- Develop and supervise facility capital and maintenance programs
- Attends District leadership meetings and is available for evening meetings as required
- Lead negotiations of employment contracts for Buildings and Grounds and Food Services
- Participate in negotiations of all employment negotiations for 7 collective bargaining units and provide costs for proposed salary scales
- Attends regularly scheduled School Committee meetings, biweekly during the school year, and any other meetings as assigned by the Superintendent.
- Assist in presenting details of the budget to the School Committee, town officials,WPS leadership team, and community members
- Act as liaison representing the Superintendent and School Committee to town Finance, Legal, Public Works, and Operations departments
- Represent the Superintendent on MSBA projects
- Work collaboratively with town departments
- Serves as the Records Officer for the District
- Any other relative duties as assigned by the Superintendent of Schools
SUPERVISORY RESPONSIBILITIES
The Director of Finance and Operations is responsible for overseeing the Finance Department, the Director of Buildings and Grounds, the Director of Community Education, The Director of Food Services, the Transportation Coordinator, and construction committees.

Salary and benefits, per contract between the Westborough School Committee and the Administration.
