The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The New York City Department of Correction (DOC) seeks a full-time Director of Data Analytics in the Office of Management Analysis and Planning. Reporting to the Assistant Commissioner of Data Analytics and Research, the Director of Data Analytics will have leadership roles in the planning and execution of quantitative projects; developing the scope, feasibility, and timelines for projects; instituting technical documentation and model validation processes; coordinating analytical collaboration between the agency and academia as needed; and reporting and authoring of findings. Specific duties include but are not limited to:

Reporting to the Assistant Commissioner of Data Analytics and Research, the Director of Data Analytics will have leadership roles in the planning and execution of quantitative projects; developing the scope, feasibility, and timelines for projects; instituting technical documentation and model validation processes; coordinating analytical collaboration between the agency and academia as needed; and reporting and authoring of findings. Specific duties include but are not limited to:
- Serving in a leadership capacity and working with executive staff and delegating work and mentoring team members.
- Developing statistical models to extract trends, measure impact, and track performance with descriptive and predictive analytics.
- Maximizing the efficiency of reporting and analytic operations by leveraging program languages (e.g., Python, SQL, LaTeX) and dashboard applications (e.g., Tableau)
- Collaborating and communicating effectively with broader teams while supporting ad-hoc analytics where needed.
- Promoting innovative analytic approaches that provide greater insight into organizational operations and outcomes.
- Improve data quality by identifying and resolving data quality issues.
- Leveraging, querying, and manipulating agency and external data.
- Standardizing workflows for model reproducibility, data processing, data manipulation and integration of structured and unstructured data, and the monitoring/editing/upgrading of algorithms using data validation and visualization techniques.
- Creation of technical documentation and drafted findings for internal/external audiences including peer review.
- Interfacing with agency stakeholders from operations, technology, and compliance to ensure algorithms meet expectations and enhance the Department’s performance.
- Communication with both uniformed and non-uniformed stakeholders to convey performance measures and solicit feedback.
- Working within a team structure to accomplish large goals and Department priorities in alignment with demanding timelines.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
To be appointed to Assignment Level II and above, candidates must have:

Preferred Skills
- 5+ years of experience with data scripting languages (e.g., Python, SQL, R)
- Experience developing automated analytical reporting tools.
- Highly organized and detail-oriented, with a strong ability to coordinate and track multiple deliverables, tasks, and dependencies.
- Experience communicating and interacting with Executive staff to translate analytical finding.
- Proficiency in advanced statistical learning techniques, including clustering algorithms, time series analysis, regression and hypothesis testing, and classification.
- Data visualization skills and experience using software such as Tableau or other BI tools.
