Minimum Qualifications:

Master's degree in public, business administration, judicial/court administration, Juris Doctorate or closely related field, with seven or more years of management experience in courts or justice administration. Four of the seven years must be in a court executive or court supervisory role. Other combinations of experience and education that meet the minimum requirements may be substituted.

Licensing Requirements:
Must have the ability to obtain and maintain Certification as a Court Administrator through the Georgia Council of Court Administrators (GCCA) or NACA.

Job Duties:

Implements strategic direction and provides confidential support for the Chief Magistrate Judge's responsibility for daily operation of the Magistrate Court. This position ensures compliance with federal, state, and local laws; develops, interprets, and enforces policies and procedures and creates internal controls, and oversees and monitors the financial administration of Court’s capital and operating budgets; oversees and manages assigned staff and outsourced functions and services to third party vendors, briefs the Board of Commissioners on agenda items on behalf of the Chief Magistrate Judge.

This position directs financial functions of the Magistrate Court, including budgeting, staffing, strategic planning, auditing, accounting, fiscal automation and the allocation of resources and court services. Manages assigned staff, including establishing workloads; prioritizing work assignments; evaluation and development; resolves staff issues; makes hiring and termination recommendations; and administers disciplinary actions as required.

Develops, monitors, and facilitates the implementation of Magistrate Court procedures related to daily operation of the office; implements and evaluates court and office
policies in response to changing laws or newly enacted legislation. Prepares reports on court operations and programs. Forecasts future trends in court operations. Advises Chief Magistrate Judge on issues that impact court operations. Identifies issues and develops solutions to problems impacting the Magistrate Court, including reviewing technology utilization to meet departmental demands. Maintains current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to Magistrate Court operations; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, conferences and training sessions as required.

Manages the schedule of the Chief Magistrate: working with assistant, evaluating opportunities and determining fit with priorities. Preparing for meetings and follow up to ensure the Chief Magistrate Judge has all of the information needed to be as productive as possible and sending out agendas or documents to meeting attendees as necessary. Reviewing Internal and External Communications: drafting Court newsletters, reports,
pitch decks, or presentations for the Chief Magistrate Judge.
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to court management, public administration, strategic planning and budget management; follows laws, rules, and regulation governing municipal operation; adheres to theories and principle of government and public management.

Performs other related work as required.

Minimum Qualifications

Knowledge, Skills, and Abilities:

Requires extensive knowledge of court procedures and court management, including case flow management and court performance measures; knowledge of contract management and budget management. Skilled in principles and practices of public administration, financial management, and public relations, as well as federal, state, and local laws, rules, policies, and regulations which may affect the administration of courts. Knowledgeable of principles and practices of leadership and supervision, general office practices, procedures, equipment, and technology, including Court-specific technology. Thorough knowledge of fiscal administration and technology management is required.
Requires skill in resolving problems and making decisions. Developing and managing budgets. Preparing and delivering presentations and complex analysis. Communicating effectively in writing. Understanding, using, and explaining computer applications, particularly those specific to the judiciary, to manage court processes, gather and analyze statistics, and create reports. Developing, implementing, interpreting, and enforcing goals, objectives, policies, and procedures. Working effectively with persons from diverse backgrounds. Building sustainable working relationships with other County personnel, officials, and the public. Communicating effectively with staff, coworkers, supervisors, and the public. Interpreting laws and ordinances. Generating enthusiasm and support for program objectives.

Physical Requirements:

Work is typically performed in an office-like environment. May work in high conflict situations and with difficult, sometimes dangerous parties. Positions in this class typically require sitting, mobility, talking, hearing, seeing, manual dexterity, and light lifting. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
