Position Overview

The Division of Family and Community Services is seeking to hire a position to serve as the coordinator of the Administrative Voucher Processing Section within the Office of Program Support and Evaluation, Payment Unit. This position organizes and directs a variety of complex, specialized on-line Administrative Voucher entries into the IDHS accounting system and resolves related system issues; examines, reconciles, and analyzes the edit and control reports of Administrative Vouchers processed and related supporting data through subordinate staff; conducts extensive research of various administrative vouchers and fiscal-related discrepancies in collaboration with the IDHS/Office of Fiscal Services and Illinois Comptroller’s Office; and identifies and recommends implementation of short-term and long-term strategies to resolve such discrepancies and/or issues.

Job Responsibilities

  • Serves as the coordinator of the Administrative Voucher Processing Section within the FCS Office of Program Support and Evaluation, Payment Unit.

  • Organizes and directs a variety of complex, specialized on-line Administrative Voucher entries into the IDHS accounting system and resolves related system issues.

  • Examines, reconciles, and analyzes the edit and control reports of Administrative Vouchers processed and related supporting data through subordinate staff.

  • Serves as a working supervisor.

  • Conducts extensive research of various administrative vouchers and fiscal-related discrepancies in collaboration with the IDHS/Office of Fiscal Services and Illinois Comptroller’s Office. Identifies and recommends implementation of short-term and long-term strategies to resolve such discrepancies and/or issues.

  • Performs other duties as required or assigned, which are within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires the knowledge, skills, and mental development equivalent to completion of four (4) years of college with courses in business administration and accounting.

  • Requires two (2) years of responsible professional experience in accounting, external auditing, budgetary planning, and control or public accounting in a public or private organization.


SPECIALIZED SKILLS:

  • Of the two (2) years required professional experience, requires one (1) year experience in an accounting system, generating and interpreting voucher reporting.

Preferred Qualifications

  • Two (2) years of experience in an accounting system, generating and interpreting vouchering reporting.

  • Two (2) years of professional experience managing payment vouchers in an accounting system.

  • Two (2) years of professional experience using advanced payment related software and technical ability to analyze, evaluate, and resolve payment, program, and related operational issues.

  • Two (2) years of professional experience analyzing administrative problems and adopting an effective course of action for a public or private organization.

  • Two (2) years of professional experience utilizing the principles and practices of public and business administration.

  • Three (3) years of professional experience thinking independently with strong organizational, interpersonal, problem solving, leadership, and attention to detail skills.
