Job description

The Office of Insurance Commissioner (OIC) fiscal unit is seeking a motivated and qualified individual to fill a full-time Fiscal Technician 3 position. This permanent position is assigned to the Operations Division and is located in our Tumwater office.
As a Fiscal Technician, you will fulfil an integral role and will be responsible for providing financial-related support to the fiscal unit. Under general supervision, this position is primarily responsible for reviewing and processing revenue refund requests and travel-advance and travel-reimbursement requests.

Reporting to the fiscal supervisor, this position works under close supervision and performs fiscal functions to include, but not limited to:
Processing revenue refunds and travel reimbursement/advance payments
Review and process revenue refund requests.- Review and process agency travel advance and reimbursement requests.
- Set up agency billings for consent orders.
- Serve as the primary contact for payment questions for the Filing and Payment Center.
- Prepare, verify, batch and enter payments, refunds, encumbrances/liquidations, corrections and other fiscal-related documents into the State of Washington's Accounting and Financial Reporting System (AFRS).
- Process unredeemed warrants (payments) and conduct subsequent follow up.
- Complete annual reporting of unclaimed property to the Dept. of Revenue.
- Maintain billing requests and reconciliation logs.
- Open, date stamp and distribute incoming mail.
- Verify vendor payments for correct coding and amount; mail out warrants (payments).
- Primary back up to all functions of the revenue desk.
- Primary back up to the accounts payable desk.
- Provides support to other areas of the fiscal unit.
Required Qualifications for this position include:
- High school diploma or GED;
- Basic computer skills with Microsoft Office - Word, Excel and Outlook;
- Two (2) years of full-time experience (40 hours per week or equivalent) performing general clerical or fiscal supporting duties. An associate’s degree or higher will substitute year for year for experience.
- 15 quarter or 10 semester credit hours in accounting, auditing, finance or budgeting. (Course work must be completed through an accredited institution as recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) or foreign equivalent)
- Associates or Bachelor’s degree in any major.
- Experience working in the State of Washington's Accounting and Financial Reporting System (AFRS).
- Experience working in the State of Washington's Travel and Expense Management System (TEMS).
