About Workforce & Business Development…
The Workforce & Business Development Program (W&B) provides all services under the Workforce Innovation and Opportunity Act (WIOA), as well as provides business development services. In addition to overseeing the WIOA and Special Grant Programs that assist eligible Pike County Adults and Youth facing serious barriers to employment, the W&B also offers free income tax preparation and financial literacy classes. Some of the W&B Services include Career Readiness Workshops, Computer Classes, Occupational Classroom Training, On-the-Job Training (OJT), Apprenticeships, and Work Experience. We are also a partner of OhioMeansJobs (OMJ). The OMJ Career Center offers free resources for job search, career planning, and resume development. Services offered to area small businesses (including start-ups) are the Business Resource Network (BRN), small business classes and one-on-one technical assistance, job postings, on- and off-site interviewing, as well as the Small Business Loan Program (offering small business financing in Jackson, Pike, Ross, Scioto, Adams, Brown, and Lawrence Counties).
Position Impact and Purpose…
The Transitions Case Manager holds partial accountability for the ongoing operations and the success of Transitions Program, which is part of the Community Action Committee of Pike County. Reporting to the Transitions Case Manager Coordinator, the TCM ensures the efficiency and effectiveness of case management to those impacted by substance use disorders as they return to the Workforce. Through personal accountability, the TCM strives for maximum performance, engagement, and dedication to the Transitions Program clients and overall success.

Responsibilities, Deliverables, Outcomes and Expectations
- Assists clients in articulating personal and professional goals related to the program outcomes , which may include by are not limited to helping clients identify and create employment goals to build work skills, identify strengths, provide support, and offer resources to aid the client in achieving those goals.
- Determines eligibility and appropriateness for services according to program guidelines
- Assists with the development and administration of related curricula and trainings and the preparation of customer resumes and cover letters as needed.
- Collects, organizes and analyzes client information that is gathered through records, tests, interviews, and professional sources. This is used to appraise their interests, aptitudes, and personality characteristics in order to create a realistic and achievable career goal.
- Oversees and assists clients with removing barriers to employment.
- Responsible for case management duties that may include, but are not limited to reviews, follow-ups, and reports for all clients assigned. Obtains attendance reports and reviews for potential problems. Counsels clients as required for a successful completion of the service plan.
- Provides placement in post-secondary training and/or unsubsidized employment and provides retention services to help ensure continued gainful employment.
- Develops relationships within the communities we serve, to help guide clients to appropriate partner services.
- Provide back-up duties in the OMJ center as needed.

- Ensures compliance with State and/or Federal Regulations regarding case file management. This includes timely data entry into required database systems
- Ensures required documentation is housed in client files.
- Commits to procedures and policies provided by CAC, ODJFS, and Area Workforce Board regarding case file management.

- Develops and nurtures key relationships within the communities we serve, seeking innovative ways to assist clients with each local partner through referrals, follow ups, and meetings held at the partner agency to help build overall collaboration.
- Serves as a representative of the program on assigned committees and outside boards and associations as deemed appropriate.
- Develop and maintain good rapport with local industry, business, social service organizations, and training institutions. This includes assisting the Program Coordinator with Work Experience Site management
- Energetically and passionately represents Program and CAC to internal stakeholders and external partners.
- Perform outreach and recruitment for all programs and help improve the local awareness of OhioMeansJobs Pike County and the local employment and training program
- Referral of clients to other agency programs as needed and perform back up duties for the OMJ Career Center.
- Responsible for performing outreach and recruitment, participating in program meetings and improving local awareness of the program and the local workforce development system by making group presentations about services and programs available.

- Serves as part of the Workforce & Business Development Program and collaborates to promote program activities, service coordination, and continuous improvement measures.
- Administers and participates in cross training with Workforce & Business Development Staff.
- Attends meetings, conferences and training sessions related to the duties of this position and disseminate acquired information to appropriate individuals.

Minimum Requirements…
Education:
Associates Degree in Social Work, Human Services, Specialized Studies Degree related to the focus area of this position. An equivalent combination of education and experience can be considered in lieu of this educational requirement.
Job-Related Experience:
Minimum of 2 years of experience working with the target population(s) of this position to overcome barriers to education/employment.
Licenses, Certifications, and Accreditations:
Valid Driver’s license and must be insurable under the agency insurance.
For addiction-related case management: CDCA certification with license valid in the State of Ohio or
Must complete pre-employment drug, alcohol test, Ohio BCI/FBI background check as required
Preferred Qualifications…
- Given to individuals with at least one-year experience in an Employment & Training setting.
- Preference given to individuals who have an understanding of client case management, social services, employment and training resources available within the surrounding area.
Working Conditions…
Position is in a well-lighted office environment. This position requires occasional local and regional travel (up to 40%) for the purpose of engaging with assigned programs/departments. Occasional evening and weekend travel/work is required. Work is fast paced and involves multiple, sometimes competing priorities along with the management of complex project details. Can involve moderate-to-high levels of stress.
