Position Description


Directs and manages the procurement and utilization processes, professional development, business process improvements, processes and procedures, professional and organizational development, and operational functions for the Transportation Programs Division (TPD). Oversees curriculum development and training for engineering operations-related activities. Helps to establish and monitors performance standards for all TPD sections. Manages business and office support functions in the areas of legislative analysis, policy development and interpretation, resource allocation, budget preparation, forecasting, purchasing, contract management, equipment, facilities, special projects, strategic planning, records support, audit functions, and division safety. Works with division management on improvements related to Transportation Programs’ processes to better support delivery of the Unified Transportations Program. Reports to the Transportation Programs Division Director. Supervises a group of professional employees. Work requires extensive contact with high-level executives, governmental officials, private entities, internal agency audiences, and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Acts as Legislative Liaison and assists with policy interpretation and/or legislative analysis.
  • Directs and oversees administrative and business functions to include contract administration, purchasing, budget, facilities management, forecasting, planning, inventory control, reporting, and coordinating and monitoring functional activities.
  • Oversees contract development and execution; coordinates with Contracts and Purchasing Division to ensure that all procurements, contract documents, and supplemental agreements are legally sufficient.
  • Provides advice regarding counseling and disciplinary procedures; serves as a facilitator and/or mediator.
  • Forecasts short and long-term projections including support from multiple funding sources and confers with staff to recommend priorities and future goal planning.
  • Oversees record support functions in the areas of records management, central files, records disposition, correspondence, and open records requests.
  • Advises Division management on all personnel related matters including performance management and alternative workplace strategies.
  • Supervises TxDOT employees by assigning duties; authorizing personnel actions; approving leave requests; conducting career conversations; and motivating team to accomplish established goals.
  • Administers the department’s Project Management Professional Development Program for assigned staff. Prepares future leaders in project management.
  • Develops standardized processes for overseeing and approving contracts and supplemental agreements for engineering operations’ IT business needs.
  • Helps to establish performance standards for all TPD sections and evaluates the effectiveness of TPD activities and reports on performance standards to the TPD Division Director.
  • Oversees the development of curriculum and the administration of training for TPD, other department personnel, as well as external stakeholders involved with transportation programs.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

  • 6 years experience in business operations, change management, continuous improvement, transportation-related business or support activities, such as budget, contract administration or resource management. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

  • Analyzing issues, facts, and available information to develop logical solutions, researching inconsistencies of facts or data: drawing correct inferences from information and making recommendations that support business decisions
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Communicating complex ideas and information clearly, concisely, and effectively
  • Delivering presentations and training to large and small audiences both in-person and online
  • Maintaining a safe working environment

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
