(Cargo Modernization Expert)
Position Description Summary
This position reports to LAWA’s Chief Development Officer or Deputy Executive Director. It is a part-time position responsible for assisting with the Cargo Modernization Program.
Essential Job Duties · Provide air cargo facility development expertise for master planning and development of the LAX Cargo Modernization Program (CMP) to meet current and future industry needs as well as FAA and CEQA/NEPA environmental standards.
· Prepares relevant information to support LAWA Executives in decision making and recommends policy decisions related to the CMP, including:
o Current State · Cargo market and economic analysis options · Cargo community perspective
· Supports and advises on effective engagement with LAWA Internal and External Cargo Stakeholders to foster collaboration and minimize potential conflicts. · Assists and advises the LAWA CMP Team on contractual requirements and supports LAWA’s representative to oversee the CMP Developer during planning, design, and construction.

- Collaborates with LAWA’s CMP Developer to prepare, monitor, and control the program schedule to ensure timely delivery and commercial success.
· Prepares relevant information to support LAWA Executives in decision making and recommends policy decisions related to the CMP, including:
o Current State · Cargo market and economic analysis options · Cargo community perspective
- Capacity and Competitive position
· Supports and advises on effective engagement with LAWA Internal and External Cargo Stakeholders to foster collaboration and minimize potential conflicts. · Assists and advises the LAWA CMP Team on contractual requirements and supports LAWA’s representative to oversee the CMP Developer during planning, design, and construction.
Hardware/Software Knowledge
- Proficient with Microsoft Suite Applications.
- Proficient in navigating and accessing the internet.
- •Basic knowledge of Share Point is preferred.
Professional Experience Level/Other Qualifications
- Demonstrated airside and landside air cargo experience including development, procurement, design, construction, operations, and maintenance of a large air cargo facility (over 500,000 sq. ft.) that included public infrastructure improvements such as utilities, roadways, and highways.
- Comprehensive understanding of the local, regional, and global air cargo industry, including standards, best practices, regulations, and future trends.
- Experience implementing innovative air cargo solutions to maximize throughput, optimize land use, promote sustainability, and enhance airport revenues.
- Demonstrated experience managing and delivering all phases of a large project with minimum total budget of $250M.
- Excellent written and oral communications skills, and ability to collaborate and solve complex and challenging issues.
Education/Training
- 4-year degree in Business, Management, Construction, Engineering (or related field), or in a discipline applicable to the air cargo industry, and 20+ years of Program Management experience.
