Early Learning System Facilitator
Southern Oregon Early Learning Hub is seeking a new team member to join our Preschool Promise Coordinated Enrollment Team! The team member in this position will assist families in the application and eligibility process for Preschool Promise. They will also participate in many community partner meetings, review data with stakeholders, network with partners, and connect families to other community resources. Travel between Jackson and Josephine Counties will be frequent. The ideal candidate will have strong family engagement skills, comfort using technology and learning new skills, and flexibility to shift with changing needs within the program.
Position Goal:
Provide consultation, technical assistance, and program monitoring to grant funded Early Learning Hub projects. Collaborate and coordinate with other early learning partners to strengthen the early learning system in our region to provide greater access to services for families so that children reach kindergarten ready to be successful.
Duties and Responsibilities:
1. Provide consultation and technical assistance to stakeholders and subcontractors to build alignments, shared strategies and promote the goals of healthy, stable and attached families and of school readiness for all children.
2. Research needs and conditions of early learning targeted populations and consistently plan strategies that promote equity and inclusion for children and families receiving services in our region.
3. Coordinate data gathering and analysis with partners and subcontractors to improve system responsiveness to child and family needs.
4. Utilize data to inform programmatic decisions and to promote progress toward the accomplishment of the Hub's metrics as defined by the Early Learning Division.
5. Research and develop plans and proposals for new projects and grants for Southern Oregon Early Learning Services (SOELS) to consider.
6. Build an awareness and understanding of the full array of services for children/families in the SOELS region.
7. Connect with providers in early learning and health care (mental, physical, oral) who are engaged in screening to help determine unmet needs of children and families especially among the underserved and families who are experiencing severe challenges.
8. Monitor and evaluate subcontractors for compliance to contract requirements, alignment to early learning goals and collaboration with other system partners.
9. Identify professional development needs, design and implement professional development opportunities for sector partners providing direct services to target population.
10. Provide leadership through discussion, advocacy and as an information resource to community partnership meeting, leading to systems alignment and improvement toward more family-centered services.
I 1. Contribute towards compliance with all state and federal mandates, including required reports to the Early Learning Division and the SOELS Steering Committee.
12. Manage individual workload and/or assigned tasks within program parameters such as subcontractor monitoring, budget, service plan, grant reporting, policies, and record keeping requirements.
13. Comply with SOESD and SOELS rules and policies, including standards of professional conduct and communication.
14. Work on special assignments as directed by early learning hub director.
15. Perform physical requirements unaided or with the assistance of reasonable accommodation.
Minimum Prerequisites:
l. Bachelor's degree in education, psychology, sociology, health care, or a related field.
2. Five years of successful experience working in early childhood education, psychological services, social services, health care, or a related field.
3. Must be proficient in English. Proficiency in Spanish is preferred, but not required.
4. Valid Oregon Driver's License.
Any equivalent combination of experience, certification and training/education, deemed by the district, which provides the knowledge, skills and abilities necessary to perform the essential functions of this job may be used as an alternative to this prerequisite.
Demonstrated Abilities:
1. Demonstrated experience in project management that involves establishing and managing strong partnerships with child care facilities, home visiting programs, K-12 schools, health care organizations, social service agencies, stakeholder parents, and/or faith community members.
2. Excellent oral presentation and written communication skills.
Length of Position: 258 Calendar Year/1.0 FTE
Salary Range: Southern Oregon ESD Classified Salary Schedule $23.33-$27.94, pending completion of bargaining and board approval.
