The State of Nebraska, Department of Health and Human Services is seeking a SNAP Program Manager II for the Division of Children and Family Services. This position will be responsible for the overall management of the Supplemental Nutrition Assistance Program (SNAP).

Examples of Work
The SNAP Program Manager II:

  • Will be responsible for the overall management of the Supplemental Nutrition Assistance Program (SNAP). This includes supervision of SNAP Program Specialists, interpreting complex policies and regulations, developing, and implementing new policies and procedures, communication with internal and external stakeholders, prepare reports and develop corrective action plans to address any program deficiencies, and oversight of the SNAP Program while ensuring compliance with State and Federal regulations.

  • Will also include oversight over the SNAP Nutrition Education, SNAP Outreach, and SNAP Employment and Training (E&T) programs, Management Evaluation Reviews, Facilities/Authorized Retailers monitoring and reviews, State and Federal reporting, SNAP benefit eligibility determination and monitoring, and communication with State and Federal partners.

  • Is responsible for the statewide planning of SNAP operations and program activities.
Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for-year basis.

PREFERRED:

Experience with program management and supervision of staff. Experience with SNAP.

Valid driver's license or the ability to provide independent authorized transportation.

Knowledge, Skills and Abilities

Knowledge of SNAP policy and procedures.

Ability to communicate effectively, supervise the direct work of others, interpret program rules and regulations, implement complex program rules and regulations, exercise judgment in evaluating situations and making decisions, strong organizational skills, and excellent computer skills including word, excel, etc.
