JOB DESCRIPTION:
The Senior Government Relations Officer is responsible, under the direction of the Network Vice President for Government and Community Relations, for managing government relations in the State of New York for the University of Vermont Health Network and its New York affiliates. The Senior Government Relations Officer deals with complex regulatory matters and public policy having significant impact on the UVM Health Network Adirondack Region hospitals, the Network physician organization and the Network as a whole. The position requires specialized skills and deep knowledge of New York State law and regulations as well as the ability to navigate regulatory processes and build consensus to enact public policy changes that are favorable to Network organizations. The position requires working closely with Presidents and senior executives at the Adirondack Region hospitals and UVM Health Network as well as senior officials in the legislative and executive branches of New York State government and key community stakeholders. The position also involves managing external government relations contractors engaged by the Network and its affiliates. Strong analytical and communications skills are required, as is the ability to conduct oneself with tact, diplomacy and discretion.

EDUCATION:
Bachelor’s Degree in Communications, Political Science, Public Relations or related field.

EXPERIENCE:
Demonstrated professional experience at a senior level in areas cited below.

Demonstrated advanced knowledge of communications, planning, community relations, government relations, marketing, publications, special event planning, testimony and bill writing, telecommunications, and education/information service. Demonstrated knowledge of today's health care environment in New York and elsewhere.

Excellent interpersonal, organizational, verbal and written communication skills, and politically sensitive. Able to draft legislation. Capability to manage multiple priorities in a fast-paced, ever-changing work environment. Ability to work well with key internal and external constituents. Must have well-developed problem identification, analytical, problem resolution, persuasion, and negotiation skills. Must have demonstrated organizational skills with attention to details. Demonstrates familiarity with personal computers and network systems.
