Overview:
Summary of Position Requirements
Manage the entitlement process for the development of opportunities that fit the company’s land acquisition strategies and understanding of current market trends in land development and homebuilding.

Responsibilities:
Primary Duties and Responsibilities
  • Oversee the approvals, permits, and entitlements for all new acquisition projects and existing communities, to include land use, zoning, site plan, plat approvals, and third-party regulatory agencies in PA and DE.
  • Meet with municipalities and liaise with regulatory agencies, including but not limited to: USACOE, Conservation Districts, PADEP, PennDOT, DNREC, DelDOT, and utility providers to successfully manage the approvals process.
  • Responsible for running with “Greenfolder” process as it relates to all environmental, geotechnical, survey, land development, entitlements, approvals, and title matters.
  • Manage consultants, outside counsel, engineers and architects in the process of planning and site engineering for new residential developments and obtaining all governmental approvals required.
  • Coordinate and review geotechnical and soils reports, stormwater infiltration results, wetland and floodplain mapping/analysis, endangered/threatened species reports, environmental assessment reports and testing as needed for new communities
  • Entitlement Budgeting.
  • Establish schedules for approvals periods, forecasting accurately and meeting critical deadlines.
  • Work with different division’s departments to coordinate approvals to be obtained for the development of new communities.
  • Obtain and review land development budgets for upcoming communities.
  • Value engineering for cost effective and efficient land development designs.

Qualifications:
Education and Experience Requirements
  • Minimum High School Diploma or equivalent required
  • Four year degree in Land/Urban Planning, Landscape Architecture, Civil Engineering, Construction Management or a related field, or a Juris Doctor (JD) in Real Estate.
  • Minimum 5 years experience in managing entitlement and permitting for real-estate developments.
  • Valid drivers license and a good driving record
  • Computer literacy, including word-processing, spreadsheet analysis, project scheduling and data management software
  • Knowledge of sales/negotiating principles and real estate
  • Ability to communicate effectively and concisely, both verbally and in writing with public officials, regulatory agencies and the public.
  • Must exercise initiative and achieve objectives with minimal supervision
  • Must be detail-oriented and a problem-solver able to deal with complex situations while maintaining focus on the big picture.

Daily interaction with various division personnel, outside agencies, business partners, consultants and homeowners.

Physical Requirements
Must be able to operate a motor vehicle. Must be able to bend, stoop, reach, lift, walk, move and/or carry equipment in excess of 20 pounds. Must have finger dexterity to operate computer keyboard and calculator.
