Job Summary
Job Summary: Under the supervision of the local tribal administrator and the TCC Tribal Protective Services Program Manager, this position is responsible for providing the night-to-night operations of the local Tribal Safe Home, as well as, responsible for responding and assisting victims related to, child protection, domestic violence, and other crime situations, in accessing immediate safety.
Adhere to the TCC Ch’eghwtsen’ model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.
Essential Functions
Essential Duties and Responsibilities:
1. Collaborate with local Rural Trauma Navigator to design and implement a local safe home.
2. Develop forms/applications for clients requesting shelter services.
3. Responsible for management of shelter services, and tracking data for shelter services.
4. Crossed trained with the Rural Trauma Navigator.
5. Assure that all shelter services administered by Tribal Council are in compliance with all applicable tribal, federal, and state law requirements.
6. Provide trauma advocacy to ALL victims of crime and to ALL victims that are tribal members living outside the village, including providing shelter services and referrals.
7. Provide advocacy referrals for victims of crime; including child abuse, domestic violence, sexual assault, assaults, elder abuse, theft, vandalism, etc.
8. Provide mobile advocacy to victims unable to access services within victim services building due to barriers or safety risks.
9. Conduct safety planning with victims that safety is at risk, including providing services for emergency shelter and/or emergency transportation in/out of the village; or a tribal member’s current community.
10. Assure confidentiality of client information, educating clients on client privacy rights and deciding when a release of information is needed to work with outside agencies.
11. Refer victims of crime to appropriate local, state, and federal agencies for services, as well as utilize the State of Alaska victim compensation fund for eligible victims.
12. Attend both State and Tribal court hearings as a support advocate for victims as requested.
13. Determine programmatic needs of the project, evaluate services, and make recommendations to the rural Trauma Navigator concerning needed changes.
14. Attend tribal council meetings to present information as requested, as well as represent the dept. at meetings and conferences.
15. Responsible for case management of all clients receiving shelter services, including keeping accurate case notes and files, and storing case files in safe locked files that follows victim privacy regulations.
16. Maintains the highest level of professional and ethical standards, including confidentiality. Is culturally sensitive to the customs, traditions, practices, and sovereign status of the Tribe.
Minimum Qualifications
Minimum Qualifications:
1. Minimum of a high school diploma with skills and experience related to social services.
2. Dependable, mature, and must possess the ability to make authoritative decisions.
3. Be knowledgeable of Native culture, traditions and customs.
4. Must be able to work in a high stress environment.
5. Must assure confidentiality of client information and Tribal Office case files.
6. Understand the role as a mandated reporter pursuant to PL101.630
7. Must pass a background check.
Knowledge, Skills and Abilities:
1. Knowledge of principles and practices of program management, grant management, planning, analysis, service development.
2. Knowledge and/or understanding of domestic violence, child abuse, and trauma Demonstrated ability to manage and implement complex projects.
3. Skills to collect analyze and evaluate information to arrive at sound conclusions and recommendations.
4. Computer proficiency including Word, Excel, PowerPoint and Outlook.
5. Ability to maintain strict confidentiality.
6. Attentions to detail and follow through.
7. Excellent written and verbal communication skills.
8. Extensive village travel.
Supervision: This position has no supervisor responsibilities.
Supervision
Physical demands: There are no unusual demands of the position; requirements are those of normal office type work with extended hours of sitting and operation of standard office and computer equipment. Job incumbent may be required at times to lift up to fifty (50) pounds. Job incumbent must be able to work under frequent deadlines. Must be able to work efficiently and effectively; in a busy and sometimes stressful environment

Summation: Job incumbent is responsible for administrative oversight of a grant funded project including project start-up, operations, analysis, presentation and phase-out.
