GENERAL PURPOSE OF THE JOB:


  • Manage all aspects of commissary operations and services to our Kentucky Operation.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manage all aspects of supervising, training, scheduling, hiring and disciplining USCS KY Full-Time and Part-Time commissary staff.
  • Establish and monitor all aspects of on-site physical commissary delivery operations.
  • Establish written local operating policies and procedures, to include delivery operations, administration, training, security, safety and technical areas.
  • Ensure all applicable local business requirements are complied with, to include proper business licensing, insurance documentation, etc…
  • Ensure USCS contract compliance in all areas of commissary operations.
  • Establish and monitor all aspects of on-site inventory control including ordering, receiving, stocking product, inventorying product and processing orders (where applicable)
  • Conduct long range planning and ongoing reviews of current operations to ensure operational efficiency.
  • Ensure all employees know and follow all rules, regulations, policies, and procedures of the correctional facility where they are located.
  • Ensure commissary menus and order forms are distributed to our customers in accordance with the approved schedule.
  • Ensure the collection and processing of completed order forms.
  • Ensure the response to and the resolution of all inmate complaints/grievances within the established 24 hour time frame.
  • Ensure all credited product is inventoried and returned back to the Distribution Center properly.
  • Maintain an open relationship and act as a liaison with WV DCR and USCS.
  • Attend weekly, monthly, quarterly WV DCR staff meetings as required.
  • Approve weekly payroll report / time sheets for submission in PayCom.
  • Perform and/or ensure completion of required Employee Performance reviews for commissary staff (30-day, 90-day, annual)
  • Ensure proper maintenance and/or accountability of all USCS controlled areas/equipment/products in a neat, clean, and orderly manner, ensure consistent compliance with American Correctional Association & American Jail Association standards/guidelines when applicable.
  • Conduct required annual on-site security and training classes and maintain facility required training records.
  • Maintain and ensure all commissary employees follow the policies and procedures outlined in the USCS Operations Manual, the Local Operations, other Administrative and Technical manuals at all times
  • Conduct meetings will all levels of the commissary staff as needed.
  • Ensure all administrative functions comply with all Company policies and that all local operating policies/procedures are reviewed and remain current.
  • Establish alternate operational plans for emergency commissary deliveries, bulk deliveries and unanticipated facility security related incidents.
  • Complete miscellaneous duties as assigned by Supervisor.

CERTIFICATES, LICENSES, REGISTRATIONS: List the licenses, certificates and registrations that are required to perform the essential duties of this job.

  • Valid driver’s license


OTHER SKILLS AND ABILITIES:

  • Must be a self-starter who can work well with people at all levels both in and out of the USCS Organization and the correctional facility in a professional, upbeat manner.
  • Requires strong supervisory skills: a demonstrated ability to lead people and get results through others.
  • Excellent oral and written communication skills.
  • Ability to define problems, and resolve them quickly.
  • Ability to plan for and anticipate events in an ever changing work environment
  • Ability to work well with ever changing priorities and or situations.
  • Excellent organizational skills
  • Ability to work independently or within a team
  • Ability to grasp technical and operational procedures, concepts
  • Familiarity with inventory management
  • Familiarity or experience working in a correctional environment a plus
  • Working knowledge with computers/software (including Microsoft Office programs)
  • Must be able to lift 50 lbs.


OTHER QUALIFICATIONS:

  • Must pass a correctional facility security clearance and maintain a facility security Pass
  • Must pass drug screening test

Must be Covid vaccinated or be willing to be Covid tested weekly.
