Radiation Safety Officer
POSITION SUMMARY
The Radiation Safety Officer (RSO) has the duty and responsibility to the licensee to oversee and ensure safe operation of the licensee's radiation protection program. A licensee must comply with the conditions of the license and regulations specified in Title 10, New York State
Department of Health Code of Regulations (Part 16), New York State Department of Labor
Code of Regulations (Part 38), Nuclear Regulatory Commission and the U.S. Department of
Transportation (DOT).
ESSENTIAL FUNCTIONS & DUTIES
1. Stop any licensed material activities that the RSO considers unsafe.
2. Secure licensed material from unauthorized access or removal.
3. Use radiation protection procedures and controls to ensure occupational doses and doses to the public are as low as reasonably achievable (ALARA). (Title 10, Part
16.2.(a)(11)
4. Develop, document and implement a radiation protection program (RPP) that is consistent with the scope of the activities included in the license and ensures compliance with the regulations and license conditions. Review RPP content and implementation annually.
5. Demonstrate by measurement or calculation that any member of the public is not likely to receive radiation exposures exceeding the regulatory limit.
6. Ensure individuals installing, relocating, maintaining, or repairing devices containing radioactive materials or sealed sources are trained and authorized by the State of New
York, the U.S. Nuclear Regulatory Commission (NRC) or Agreement State license.
7. Provide annual refresher safety training to all radiological personnel every 12 months. Observe the performance of each radiological worker and health physics technicians in the performance of their duties every 6 months.
8. Establish and maintain a personnel monitoring program. Provide personnel monitoring equipment, such as film badges, personal lapel monitors or thermoluminescent
dosimeters (TLD), to individuals who are likely to receive more than 10% of the allowable radiation dose in one year.
9. Confirm personnel monitoring equipment is used and exchanged at the proper intervals as recommended by the manufacturer, and records are maintained to demonstrate the
RPP is followed.
10. Develop, distribute, implement and maintain up-to-date written operating and emergency procedures.
11. Instruct individuals, working with or frequenting areas with radioactive materials, on the potential health risks, effective use of protective devices, procedures required to minimize exposure to radioactive materials, and their responsibility to promptly report any conditions that may cause unnecessary exposures.
12. Comply with the conditions of license and immediately notify the NYS Department of
Health (NYSDOH) of any incidents involving exposure to radiation or radioactive materials, violations of regulations or license conditions. Follow-up with a written report that includes the corrective actions taken, preventive actions planned and the results of any evaluation as contained within license.
13. Dispose, return to manufacturer or transport licensed material in accordance with all applicable DOT requirements.
14. Maintain up-to-date licenses. Ensure amendment and renewal requests are submitted prior to the license expiration date.
15. Post documents such as license information, operating procedures, and forms
(Notice to Employees) in conspicuous places.
16. Ensure all equipment used and activities performed are limited to those specified in the license, the regulations, the Sealed Source and Device Registry (SSDR) certificate(s), and the manufacturer's recommendations and instructions.
17. Ensure sealed sources are tested for leakage with the frequency specified in the license.
18. Review dose records and surveys to identify if trends indicate that operations are not being performed safely, staff training is inadequate or engineering controls are unacceptable.
19. Maintain employee TEDE data and report Form 5 requirements annually
20. Maintain a sufficient supply of properly calibrated and operable radiation survey instruments sensitive enough to detect low radiation and contamination levels.
21. Conduct a quarterly physical inventory to account for all sealed sources under each user's control and maintain utilization logs.
22. Maintain and submit information to keep current the National Source Tracking System database. '
23. Maintain licensed materials in storage containers that are kept locked except during authorized use or when under the direct surveillance of a “Trusted & Reliable” certified person.
24. Act as licensee's primary liaison with the NYSDOH on license or inspection matters.
25. Maintain a decommissioning funding plan in accordance with regulations
QUALIFICATIONS
- Master’s Degree in Health Physics or applicable combination of Degree and work experience
- Health Physics Certification required, or eligibility to take the Part I and Part II exams of the
American Board of Health Physics
- Proven oral and written communication and proofreading skills required. Must be detail orientated and proficient user of Microsoft Office Products
- Exceptional organizational skills. Ability to prioritize initiatives and actions and demonstrate critical thinking skills
- Experience developing cross-functional projects and leading others
