Under the supervision of the Deputy Program Manager, the Purchasing and Receiving Specialist will support the TOTE Services team by overseeing the receipt, transportation, warehousing, assembly and installation of Owner Furnished Equipment (OFE) onboard the NSMV. This position may also provide administration functions such as purchasing support, auditing, and other necessary functions to promote schedule and quality goals for the NSMV Program.
Main Duties and Responsibilities:
The Purchasing and Receiving Specialist will help reinforce the NSMV Team’s ability to procure and outfit the NSMV on behalf of MARAD. The primary duties of the Purchasing and Receiving Specialist will include:
- Promote the TOTE Services safety culture and adhere to all safety guidelines while conducting the work. Make safety a priority in everything we do.
- Receive equipment deliveries and confirm completeness of the shipment against the bill of material.
- Inspect all incoming deliveries and document any damage/defects discovered.
- Monitor the shipyard’s processes for identifying, handling, storing of OFE.
- Oversee the assembly and installation of OFE onboard the ship and verify that the installation complies with approved drawings and shipyard standards.
- Periodically inspect the condition of stored and installed equipment for proper protection.
- Verify location, quantity, and accuracy of OFE installed onboard the ship.
- Provide accurate and concise status updates, both verbally and in written form, regarding the delivery and installation of equipment.
- Support ship’s spare part inventory process by verifying that all required spare parts are installed onboard the ship prior to Delivery.
- Reconcile internal database to ensure accuracy and completeness to the shipyard’s monthly output.
- Undertake other relevant duties and projects as appropriate to support the NSMV Program including purchasing support for new equipment, vendor communications, auditing of internal and external processes, and maintaining key metrics using Microsoft Excel.
Secondary Duties and Responsibilities:
The Purchasing and Receiving Specialist may be required to perform additional duties pertaining to the NSMV program or could be asked to support other programs within the TOTE organization as necessary.
Skills:
Minimum Qualifications:
- Demonstrated ability to operate independently requiring limited supervision and exercise proper judgment.
- Excellent organizational skills and attention to detail.
- Experience working on shipbuilding and/or ship repair projects preferred, but not required.
- Ability to multitask and occasionally work within critical time constraints
- Experience in the Microsoft Office Suite and SharePoint.
- Physical agility must allow for bending, reaching, climbing ladders/stair/gangways and walking or standing for long periods of time.
Education:
High school diploma or equivalent required.
