Washington County Department of Health and Human Services is seeking a Public Health Informatics Specialist to join our Research, Analytics, Informatics, and Data (RAID) program. The RAID program is the public health science unit within the Department of Health and Human Services (HHS) providing ongoing epidemiological and research support to the Public Health Division and HHS.
Under the general supervision of the Public Health Informatics Supervisor, the Public Health Informatics Specialist is responsible for implementing major objectives and policies for public health informatics in Washington County. In this position, you will extract information from public health surveillance systems and programs structured for analyzing; improving understanding and communication in public health; and developing/visualizing new concepts and/or processes that add values to health services delivery and the decision-making. You will also examine data needs within and across programs and support areas for integration and means of improving efficiency. Additionally, you will be responsible for subject matter expertise in public health modernization and support the development and maintenance of infrastructure for data interoperability and exchange between multiple public health information systems and data partners.
This position is eligible for a remote work up to 5 days per week; however, the incumbent must live within the state of Oregon or Washington and be able to report to Hillsboro, Oregon for an in-person meeting once a month.
The ideal candidate has strong teamwork and problem-solving skills. They are well-equipped to establish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds. They have the ability to assess inefficiencies in databases and data workflows and develop quality improvements. Strong project coordination and communication to provide technical assistance to system users and community partners are highly desired. Well versed in the application of programming languages used to execute public health surveillance and analysis would be essential to this position. They will also have strong attention to detail in drafting data procedures and metadata; experience with managing data in EPIC; experience with improving the data streams feeding data visualizations; and knowledge of and interest in data visualization tools such as Tableau and Markdown documents.

Education and Experience:
Master’s degree from an accredited graduate school with a focus in public health, public health informatics, health care informatics, information technology, computer science, information science, public policy or health policy, statistics, or a related field; AND one (1) year of experience in informatics including experience in conducting and/or supporting informatics projects including scientific investigations or data management.; OR- Bachelor’s degree in Health Informatics, Public Health, Science, Epidemiology, Public Policy or Health Policy, Health Services Research, Health Information Sciences, Computer Science, or closely related field; AND three (3) years of professional experience in a comprehensive health program with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations, information architecture management, and implementing data and information standards.

SELECTION PROCESS:
1. Week of December 5, 2022: An evaluation of training and experience of submitted application packets will be performed by Human Resources.
2. Week of December 12, 2022: A Subject Matter Expert (SME) Panel may perform a further evaluation of experience and training taken from your employment application materials to include responses to the supplemental questionnaire. This process may take about 2 weeks depends on the volume of applications received.
3. Our goal is to schedule oral panel interviews with candidates that successfully pass the SME evaluation step as soon as possible.

Management, Administrative and Professional Personnel System (MAPPS) - FLSA exempt employees are paid on a salaried basis. The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. Job responsibilities may require work outside of the employee's standard work week or a work week in excess of 40 hours.

This position is not represented under a collective bargaining agreement.
Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment. Job share employees are responsible for 50% of the premium. Part-time regular, variable hour, and temporary positions are not eligible for medical, dental, and vision benefits.
