Overview:
The West Virginia Health Information Network, Inc. (WVHIN) is the West Virginia state-wide health information exchange (HIE). The WVHIN is an independent 501(c)(3) organization with an independent governing board. The WVHIN transforms health care in West Virginia through secure electronic exchange of patient health information among health care providers. WVHIN's. WVHIN’s HIE service securely provides patient health information to clinicians at the point of care in near real time.? WVHIN uses CRISP Shared Services (CSS) to provide technology infrastructure and support to the WVHIN. More information about the WVHIN is available at www.wvhin.org
The WVHIN operates virtually with quarterly face-to-face staff meetings. This position is remote with occasional meetings with clients.
Job Summary:
The HIE Project Manager guides the development, planning, coordination, administration, and implementation of WVHIN projects. This role ensures: 1) the completion of projects within time parameters, 2) the achievement of program milestone requirements, and 3) implementation of tools and services to the satisfaction of the customer and leadership. The Project Manager works with participating organizations, the West Virginia Department of Health and Human Resources (especially Medicaid and the Bureau for Public Health), EHR vendors, internal and external IT resources, and others to advance use cases and interoperability with the WVHIN HIE.
Requirements:Core Duties:
Project Implementation
1) Work closely with external parties to gather requirements, create project plans, implement technology, ensure sufficient testing, and coordinate a move into production.
2) Provide project management leadership/support overseeing several concurrent projects to advance interoperability goals.
3) Coordinate with vendors, engineering, and project management resources to ensure data integration feeds downstream services.
4) Create and maintain project documentation and generate reports as requested or as required by funding partners.
Communication
1) Liaise between internal and external partners to facilitate communication, collaboration, consensus, and to ensure accountability.
2) Use project and meeting management techniques and effective change management processes.
Compliance
1) Ensure technologies, user communications, and use cases comply with health care data sharing standards, regulations, and laws.?
2) Maintain technical project and compliance reports, records, and documentation.?
3) Maintain compliance with privacy and security requirements in accordance with WVHIN policy.
Monitoring and Evaluation
1) Develop key performance indicators (KPIs) and compile metrics to track progress and apprise internal stakeholders.
2) Monitor project processes, identify bottlenecks and barriers, provide suggestions for improvement.
3) Track progress and quality of outcomes to ensure delivery of results.
4) Implement utilization evaluation strategies to ensure tools are meeting use cases requirements.
5) Monitor technology upgrades and changes, communicate progress to internal stakeholders and coordinate communications with external stakeholders.
Team Support
1) Serve as project staff on tasks requiring support across other WVHIN initiatives, this may include maintaining the WVHIN relationship with payors (Medicaid, private insurers).
Qualifications:
1) Outstanding communication, organizational, and interpersonal skills with both a technical and non-technical audience.
2) Proven ability to effectively understand and communicate information to a wide variety of technical and non-technical individuals or groups at all levels an organization.
3) Demonstrated project management skills including:
a. tracking and monitoring projects,
b. moving projects forward and using resources to drive issues; and
c. planning and facilitating complex discussions with diverse stakeholder groups.?
4) Customer service and conflict management skills.
5) Project management experience with an understanding of healthcare IT standards and their application.
6) Self-directed work skills including:
a. a strong aptitude for evaluating and solving complex problems and issues;
b. the ability to work independently with minimal direction;
c. the ability to manage multiple tasks, prioritize tasks, and meet deadlines; and
d. the exercise of discretion and independent judgment
Education and Experience:
1) Bachelor’s degree required; Master’s degree preferred.
2) Experience with Microsoft Office Suite; proficiency with Excel, PowerPoint, and Word. Knowledge of SharePoint, salesforce, or Jira a plus.
3) Experience or education in healthcare information technology preferred.
4) Familiarity with West Virginia healthcare industry; clinical experience a plus.
5) Understanding of insurance industry, especially Medicaid.
6) Understanding government operations and responsibilities; working knowledge of West Virginia Department of Health and Human Resource functions preferred.
7) PMI certification a plus.
8) Valid driver’s license.
