This is an Open Competitive recruitment to create an eligibility list for current (one vacancy) and future vacancies. Successful candidates are expected to work 8 hours a day, five (5) days a week, and twelve (12) months per school year. Candidates must submit proof of all required documents to be considered for the examination process. GENERAL PURPOSE

Under direction, plans, organizes, coordinates and supervises the District’s personnel and third party vendors assigned to the after school program; visits school sites to provide guidance, training and supervision to the after school staff; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

With direction from the program coordinator, the After School Program Supervisor has District-wide responsibility for planning, coordinating and evaluating the work and performance of all after school personnel assigned to the after school shift. Positions employed under this classification are grant funded.

Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

1. Participates in the selection of assigned personnel; ensures the training of assigned personnel; establishes work priorities and routines and assigns work to school site personnel assigned to after school programs.

2. Plans and evaluates the performance of assigned personnel; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; subject to management concurrence, takes disciplinary action to address performance deficiencies in accordance with Personnel Commission laws and rules, human resources policies and collective bargaining agreements.

3. Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and District’s mission, strategic plan, objectives and values.

4. Plans, coordinates, inspects and evaluates the after school operations of after school personnel at all District school sites; composes daily observation reports, regarding staff and program progress.

5. Confers with District and school site administrators to develop and document after school grant attendance standards; participates in the establishment of after school staffing criteria.

6. Conducts regular safety and after school inspections of all school sites to ensure conformance with District standards and grant requirements.

7. Supervises the testing of supplies and materials used in after school services; recommends the acquisition of supplies, materials and equipment used in after school operations throughout the District.

8. Confers with and advises After School staff regarding the resolution of personnel problems and issues and the establishment of performance and training standards for after school personnel.

9. Participates in planning, organizing and conducting employee orientation and in-service training programs.

10. Represents the District in professional conferences.

Qualifications

MINIMUM QUALIFICATIONS

Knowledge of:

1. Methods, techniques, equipment, supplies and materials typically used in after school programs.

2. Methods and practices of working with children in the education field.

3. Principles, practices and trends of supervision and training.

4. Applicable federal, state and local laws pertaining to after school operations and health and safety.

5. Correct English usage, including spelling, grammar and punctuation.

6. Administrative practices and procedures, including record keeping and filing practices and procedures.

7. Event planning methods.

Ability to:

1. Operate a computer and other standard office equipment.

2. Organize, set priorities and exercise sound judgment within areas of responsibility.

3. Communicate effectively in a designed second language.

4. Plan, organize, supervise and evaluate the performance of after school personnel.

5. Communicate clearly and effectively orally and in writing.

6. Understand and follow written and oral instructions.

7. Use tact, discretion, courtesy and patience in dealing with sensitive and difficult students and situations.

8. Establish and maintain effective working relationships with District staff, teachers, parents, students and others encountered in the course of work.

9. Estimate time and material costs of after school activities.

10. Operate with minimal control or oversight.

11. Demonstrate the proper techniques used in after school operations.

12. Read, interpret and apply rules, regulations, policies, procedures and other written materials such as planned lessons in art, recreation, technology and language arts.

13. Analyze situations and take appropriate action; confer with site administrators and supervisory after school personnel regarding after school concerns.

14. Train, supervise and evaluate after school personnel.

15. Maintain records and discipline reports.

Education, Training, and Experience:

1. Graduation from high school or G.E.D. equivalent, or higher.

2. College coursework, seminars or workshops in staff management and supervision.

3. Four (4) years of experience working with school-age children in an organized environment.

4. One (1) year in a supervisory or two (2) years in a lead capacity position.

5. 12 college semester units from an accredited college or university, with a letter grade “C” or better.

Licenses; Certificates; Special Requirements:

1. A valid California driver’s license and proof of auto insurance

2. First Aid and CPR Certification

Examination Information

Examination will consist of five different parts :

Evaluation of submitted job applications : Qualifying (NO WEIGHT) – Applicants must submit a full application, including proof of Education (academic official or unofficial transcripts), Driver License and proof of insurability (current auto liability insurance).

Supplementary Questions
: Qualifying (NO WEIGHT) – Applicants replies and answer choices to the supplemental questions will be evaluated and a passing score will be determined .

Performance Examination : 40% Weight – Applicant will take a hands-on examination related to duties performed by current incumbents. A separate passing score will be determined after eligible applicants have taken the Performance Examination.

Oral Technical Appraisal
: 60% Weight – After successfully passing the Performance Examination, applicants will undergo an oral interview with subject matter experts, who will score applicants on their responses. A separate passing point will be established after eligible applicants have participated in Oral Technical Appraisal.

The Personnel Commission reserves the right to change, alter, cancel, add or modify examination parts, as well as weights and dates.

Vision care, Life insurance and EASE (Employee Assistance Services for Education) benefits are provided at no cost to all bargaining unit employees whose regular assignment is less than 4 hours.

Employees eligible for health and welfare benefits shall be allowed to supplement the District’s health and welfare contribution to provide full coverage for all health and welfare benefits.
