DEFINITION
Under general supervision, organizes, coordinates, implements and directs community recreation, special events or other special community programs and activities in a facility or sites.
SUPERVISION EXERCISED AND RECEIVED
Receives direct supervision from higher level personnel. Exercises supervision over part-time staff and volunteers.
ESSENTIAL AND MARGINAL FUNCTIONS
Duties may include, but are not limited to the following:
Under supervision, determine the goals and objectives for community-related events; Work with staff and community personnel to coordinate City needs related to programs;
Assist in planning, organizing, facilitating, and coordinating activities, events, and services at recreation, sports or community facilities; provide technical and administrative assistance in support of assigned program area; participate in developing, implementing, and supporting programs related to assigned program area;
Determine facility, equipment, scheduling and staffing requirements for programs and events;
Coordinate support services with other departments or outside agencies and groups for departmental activities, programs or events;
Create, produce, and disseminate various program documents and catalogues related to community; procure information from other City departments to include in various department correspondence to the community;
Market and promote City community programs to various groups and citizens; Research and implement avenues to broaden the customer base for programs, including meet with organizations and other groups to present City programmatic opportunities;
Provide instruction and in-service training for lower-level staff;
Recruit, interview, train, assign, supervise and assess part-time staff and volunteers. Monitor and coach assigned staff and/or volunteers ensuring all rules, policies and procedures are enforced and follow-up on problems and complaints; Disciplinary or corrective actions will be addressed by higher level personnel with input from the Program Coordinator;
Participate in the preparation of the program budget for assigned areas; submit budget recommendations; monitor expenditures;
Assist in investigating problems or complaints; recommend measures to prevent recurrences; respond to customer concerns by phone, mail and attendance at meetings and forums;
Other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community.
When assigned to Aquatics/Special Events:
Under general direction, oversee, plan, promote, implement, coordinate and supervise the daily activities of a variety of aquatics programs, including but not limited to public swim, special events, adult fitness, water aerobics, swim lessons, lifeguard training, Red Cross certification, junior lifeguards and facility use; provide lifeguard services, and train and direct lifeguards; provide oversight and assistance in the care and maintenance of pools, Lodi Lake beach facilities and other assigned areas and perform related work as required;
Ensure fee collection and cash handling procedures are enforced; Support requests for program and operational tracking, reporting and analysis;
Ongoing development and maintenance of comprehensive aquatics program offerings;
Oversee the ongoing development and maintenance of a best-practice lifeguard training program; ensure consistent water safety best practices are adhered to throughout multiple operational areas, such as: Hutchins Street Square Pool, Lodi Lake Beach, and Enze Pool; provide support to other recreation programs as needed;
Ensures compliance with local, State, and federal regulations and the American Red Cross and applicable guidelines for aquatics; assist with policies and procedures.
When assigned to Parks:
Provide customer service to park renters and the public; ensure picnic shelters are prepared for renters; troubleshoot customer complaints;
Assist with light park maintenance and special park maintenance projects: geese and wildlife management;
Ensure fee collection and cash handling procedures are enforced; Support requests for program and operational tracking, reporting and analysis; enforce parking compliance with the Lodi Municipal Code at Lodi Lake Park;
Supervise activities of part-time staff and volunteers including, but not limited to, Lodi Lake Docent Coordinator and docents, Park Attendants and Gate Attendants.
QUALIFICATIONS:
Knowledge of:
Process involved in producing information materials, including course brochures and catalogs;
Recreational, social and cultural needs in the community; principles and techniques used in developing a well-balanced community program;
Principles and practices of office management, fiscal record keeping and scheduling; Cash handling; personal computers including word processing and spreadsheets;
Principles of training, including coordination of volunteers;
Basic principles of public relations and customer service.
When assigned to Aquatics/Special Events:
Principles and practices, first aid and lifesaving, and of general health and fitness;
Techniques, principles and practices used in the planning, development and administration of aquatic programs;
Safe teaching techniques of water exercise and knowledge of exercise physiology; familiarity with the prevention of sports-related injuries and knowledge of common health related issues;
Basic pool maintenance techniques.
Ability to:
Determine goals and objectives related to assigned programs; coordinate and administer programs aimed at widening exposure;
Create and manage community programs to a broad, diverse audience; monitor programs to ensure compliance with related regulations, policies and procedures;
Identify public relations opportunities; perform surveys/outreach to determine community needs;
Prepare reports and maintain accurate records; communicate in a clear and concise manner;
Identify and analyze potential problems, situations and needs; accurately and quickly carry out solutions;
Plan, assign, schedule, and coordinate the work of part-time staff and volunteers;
Establish and maintain cooperative and effective working relationships with those contacted during the course of work; Interact positively and continuously with the community;
Work a variety of shifts, weekends, and holidays;
Travel to and perform duties at a variety of outdoor and indoor recreation sites;
Read, write and speak the English language at a level necessary for efficient job performance; Perform basic mathematical computations.
When assigned to Aquatics/Special Events:
Lead participants in a variety of aquatic activities;
Counsel/treat, mediate, provide direction to others, and act in a lead worker capacity; Advise and interpret how to apply policies, procedures and standards to specific situations;
Recognize and identify similarities or differences between characteristics of colors, forms, sounds, odors, textures, etc., associated with job-related objects, materials and tasks;
EDUCATION AND EXPERIENCE GUIDELINES
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Equivalent to the completion of an associate arts degree in recreation, art, communication, public administration or a related field from an accredited college or university. A bachelor's degree is highly desirable.
Experience:
Three (3) years of recreation program coordination experience or equivalent relevant to assigned program.
Previous experience in cash handling and knowledge of basic park maintenance techniques is highly desirable.
When assigned to Aquatics/Special Events:
Two (2) years of increasingly responsible experience in public recreation (or a closely related field), which includes responsible experience as a lifeguard.
LICENSES AND CERTIFICATES:
In possession of a valid Driver's License (Class C) issued by the California Department of Motor Vehicles.
Select positions require possession of, or ability to obtain Cardio-Pulmonary Resuscitation (CPR) and First Aid certification.
When assigned to Parks:
Coast Guard licensing allowing for boat tours in excess of six passengers is highly desirable.
When assigned to Aquatics/Special Events:
Possession of current Red Cross Water Safety Instructor Certificate, Possession of Cardiopulmonary Resuscitation (CPR) for the Professional Rescuer and Standard First Aid certification. Lifeguard Instructor Certificate and California Code of Regulations Title 22 are highly desirable.
WORKING CONDITIONS
Environmental Conditions- Office and field environment; exposure to a variety of weather conditions; may be required to travel from site to site. Work under varying but moderately safe and comfortable conditions where exposure to environmental factors such as temperature variations, toxic agents, noise, odors, wetness, and/or disease may cause discomfort and where there is a risk of minor injury.
Physical Conditions-
Functions may require maintaining physical condition necessary to see well enough to read, write and make observations; hear well enough to converse on the radio, telephone and in person; bodily mobility to occasionally walk, bend, kneel, reach, stand, crouch or climb; operate assigned equipment and vehicles and perform manual labor for occasional periods; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to verbally communicate to exchange information; ability to tolerate extreme fluctuations in temperature, noise, dust, and all types of weather and temperature conditions; while performing essential functions and be able to lift equipment as necessary.
Select positions may require the ability to lift and carry up to 50 pounds.
When assigned to Parks:
Effectively deal with situations that include dealing with geese or any other wildlife.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. The candidates must be successful in each part of the testing. To fill each vacancy the hiring department will request names to be certified from the eligible list and will make a selection from this certification list.
CONDITIONAL JOB OFFERS - Conditional job offers are subject to successful completion of a medical drug screen and/or physical. Candidates should not quit or give notice to their current employer until final notification has been awarded by the Human Resources Division.
MEDICAL-DRUG SCREENING – All positions may be subject to a physical or drug screen issued by a qualified medical physician assigned by the Human Resources Division. Under the requirements of the Drug Free Workplace Act of 1988, the City of Lodi has been designated as a drug-free workplace.
APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.
EMPLOYMENT BENEFITS
SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.
HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).
HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.
LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.
RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.
FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.
