TITLE: Phlebotomist
DEPARTMENT: Laboratory
FLSA: Non-Exempt

JOB SUMMARY:
Provides adult and pediatric phlebotomy service to the inpatients and outpatients served by Pullman Regional Hospital. Orders and processes laboratory test and works closely with others in the laboratory to ensure immediate, courteous and comprehensive responses to requests for service or concerns about specimens and related matters. Performs billing and coding functions in the laboratory.

QUALIFICATIONS:
Education/Training: High school diploma and equivalent technical school training or Phlebotomy Certification.

Experience: Typing skills are required. Previous phlebotomy experience is preferred.

License/Registration: Healthcare Assistant License A in the State of Washington.

Population Served: Neonatal, Pediatric, Adolescent, Young Adult, Middle Age, and Elderly.

ESSENTIAL FUNCTIONS:
Planning and Prioritizing
1. Organizes and prioritizes laboratory orders.
2. Prioritizes responsibilities and demonstrates the ability to reprioritize activities to achieve better results.
3. Works well with coworkers to ensure that the workflow is consistent but flexible.
Information Gathering
4. Ensures that the specimen collected and the doctor’s orders are in agreement.
5. Ensures that the specimen collected and the requisition are appropriately and accurately matching which includes but is not limited to two identifiers.
6. Ensures all of the appropriate information required for laboratory testing is accurate and available as needed.
7. Gathers and processes appropriate information for laboratory testing and ICD-9 coding and billing.
Decision-Making
8. Monitors laboratory requests fro both the nursing floor and the doctor’s office for appropriateness of time of draw, medications given, and other information that might affect the outcome of the laboratory order.
Communication
9. Counsels and educates the patient healthcare providers and patients about laboratory orders and collection of specimens.
10. Communicates laboratory results to the appropriate healthcare provider.
11. Communicates with patients, families, visitors, peers and other healthcare workers and laboratory coworkers in an open, positive and respectful manner, maintaining customer service focus at all times, while embracing the culture of the organization.
12. Maintains patient confidentiality at all times.
Technical Proficiency
13. Demonstrates knowledge and understanding of specific laboratory testing requirements.
14. Demonstrates knowledge and skill necessary to provide care appropriate to all populations served including babies, children and elderly patients.
15. Demonstrates knowledge and understanding of special requirements for laboratory tests that are sent to outside reference laboratories.
16. Continually demonstrates the ability to learn and use new skills such as working with computer systems and data entry.

33. Performs other duties and accepts responsibility as assigned.

34. Maintains competence required for this position by completing annual education and training requirements when available.

36. Consistently draws blood competently and expediently with as little patient discomfort as possible.
37. Documents data for laboratory testing including accuracy in labeling of specimens and entering laboratory requests and ICD-9 coding in the computer.
38. Complies with all requirements related to risk management, safety, security, fire, and infection control.
39. Keeps the laboratory areas and equipment clean, neat, well organized and in good repair.
40. Reports any malfunctioning equipment to the maintenance department immediately.

44. Keeps track of timed laboratory draws.
45. Communicates effectively any information either verbally or in writing that is necessary for completion of laboratory testing.

47. Educates appropriately those patients in specific age categories such as the elderly or very young.

48. Performs all aspects of patient care in an environment that optimizes patient safety and reduces the likelihood of medical/healthcare errors.
49. Identifies safety concerns and actively seeks to resolve these issues.
50. Cleans and supplies venipuncture trays. Maintains work areas. Orders supplies as needed.

5. Performs other non-essential functions as requested.

PHYSICAL DEMANDS:
Sitting: 25%. Standing/Walking: 75%.
Occasional lifting/carrying of phlebotomy trays and laboratory supplies weighing up to 20 pounds.
Occasional climbing of stairs to reach other levels of the building.
Occasional crouching to retrieve items in low cabinets.
Frequent fingering to type, write, and use the phone.
Constant talking/hearing to interact with patients and other healthcare providers.
Constant visual acuity for performing phlebotomy and capillary blood collections.

ENVIRONMENTAL CONDITIONS:
Location: Inside; the Laboratory and the nursing units, Emergency Department, and surgical areas.
Occasional driving in order to pick up from and deliver specimens to doctor’s offices, clinics, or other hospitals.
Occasional exposure to wet/humidity from water and frequent hand washing, reagents, cleaning supplies and body fluids.
Occasional exposure to noise caused by hospital and patient alarm systems.
Frequent exposure to laboratory reagents, disinfectants and cleaning solutions.
Frequent biohazard exposure from body fluids.
Occasional exposure to fumes and odors, chemicals and body fluids that are in the Laboratory.
Minimal risk of injury due to proximity of moving parts on computer printer, typewriter, and copier.
