Overview of position:
FEDITC is seeking an Operations Training at Lackland AFB, TX. Active TS/SCI Clearance and a United States Citizenship are required to be considered for this position. Willing to take Polygraph.
The 367 COS is tasked by Air Combat Command (ACC), 16th Air Force (16 AF)/Air Forces Cyber (AFCYBER), 67th Cyberspace Wing (67 CW) and 67 COG(67 COG) to organize, train, equip, and present cyber capabilities under the program known as CRASH HEADER. The CRASH HEADER mission is growing with funded billets on-boarding FY21-24. A strong contractor work force is needed to bridge requirements until the unit’s manpower authorizations are funded, recruited, on-boarded, and fully trained.
Responsibilities:
- Concept of Employment (CONEMP): The 367 COS must conduct MQT for all Infrastructure Management Team (IMT) and Access Mission Team (AMT) crewmember training. The operations training support contractors will be responsible for maintaining the current courseware and updating as newer versions of the systems are deployed.
- Provide critical mission training and curriculum development/maintenance for MQT, Continuation Training (CT), Individual Training (IT), Upgrade Training (UT), and platform Difference Training (DT) for all work roles associated with the IMT, and AMT lines of effort.
- Develop and maintain curriculum that facilitates operator, operations controller, and crew commander education and training.
- Assist the 367 COS/DOT flight with the development and maintenance of the IMT, and AMT positional Job Qualification Standard (JQS) documents, the Master Training Plan (MTP), the Master Task List (MTL), and the Master Training Task List (MTTL).
- Generate simulated tasking files and data that accurately represent current operations.
- Update/maintain in-house operator on-the-job-training (OJT) handbooks to ensure relevance and accuracy for use by the 367 COS personnel.
- Generate complete scenarios incorporating each crew position to simulate crisis situations and current real-world operations.
- Evaluate and document crew and crewmember response behavior and highlight training deficiencies for incorporation into continuation training scenarios.
- Create evaluation and assessment tools that accurately measure training proficiency.
- Review platform upgrades and changes to develop and instruct difference training to assure crewmember compliance with operational changes.
- Develop, facilitate, instruct and document quarterly training and scenarios.
- Perform individual crewmember operational training as required.
- Create training tools, exercises and scenarios incorporating approved tactics, techniques, and procedures (TTP) and crew risk management (CRM) behaviors, designed to increase mission efficiency and effectiveness.
- Implement exercises and scenarios to measure, evaluate and improve crew performance.
- Perform routine updates and enhancement of training scenarios to maintain relevance to current operations.
- Perform routine TTP rehearsals during continuation training and maintain measurements of crew strengths, weaknesses, and ability to perform each mission type in accordance with requirements.
- Assist test and evaluation teams with current and future operational platform upgrades for the purpose of acquiring the Subject Matter Expert (SME) designation necessary for training crewmembers.
- Review changes to the platform, operations and/or procedures to ensure performance scenarios comply with changed or updated mission objectives.
- Provide crew and/or mission orientation and skill enhancement opportunities for crewmember augmenters to update their operational skills.
- Assist operations training personnel with development and performance of crewmember introduction to current operational missions and activities through mock assessments that ensure newcomer awareness and compliance with established procedures.
- Provide course material support in the form of development and subject matter expertise for all cyber operations tasked to operations training.
- Provide and maintain mission scenarios based on past, current, and likely future mission operations.
- Maintain and instruct training courses, and perform changes as necessary, to include platform updates and upgrades.
- Coordinate/schedule training environments and requirements with external and internal entities identified by the Government.
- Acquire and maintain proficiency and subject matter expertise on each of the crewmember positions relevant to unit cyber operations platforms.
- Accomplish a training needs assessment as necessary to determine training shortfalls, to include the requirement for additional courseware development, staff personnel skill sets and facility configuration.
- Design additional cyber operations training material as requested and provide a plan of instruction to the Government for approval prior to proceeding. The Government will review the plan and provide written feedback. The contractor shall compose the course based on the Government’s feedback in the prescribed timeframe.
- Development of courseware for IMT Silo Technicians, Systems Administrators, Computer Network Defense Analysts, and Infrastructure Watch Officers; and AMT operators and analysts.
- Develop all required training materials for course instruction, practical exercises, final exams, and course critiques.
- Perform maintenance and updates to the courseware as necessary for both formal and OJT training.
- Perform research to develop courseware to support the fielding of future versions, spirals, or generations of the operations platforms to prepare crews prior to the transition, as necessary.
- Instruct the cyber operations training courses as needed, within the contractor’s current level of effort (LOE) hours, and according to the schedule defined by the Operations Training flight.
- Prepare student folders, which include, at minimum, note takers, reading assignments, and general associated training materials, either in the Patriot Excalibur (PEX) Learning Management System or the operations training shared drive.
- Print, package, transport, and secure all course material, as needed, prior to, and after instruction, as necessary.
- Administer a final exam to all course attendees to measure the accomplishment of training course objectives.
- Administer practical exercises, as required, as part of the operations training courses to reinforce training.
- Develop and administer 1) initial course surveys to determine course effectiveness, and 2) follow up course surveys three months after initial instruction to measure validity and effectiveness of course content.
- Prepare and present an end-of-course report to the training Quality Assurance Evaluator (QAE) and 367 COS/DOT staff as required.
- Train crew members, when necessary, particularly crew augmentees from other program units, whether in initial qualification or additional qualification.
- Administer scenario-based training as deemed necessary by the respective flight commander and in coordination with 367 COS/DOT.
- Maintain currency in crew operations and on the operational platforms through the attainment and maintenance of operations crew position certifications.
- Plan, research, and analyze the System Training Plans (STP), Training Needs Analysis (TNA), Training System Requirements Analysis (TSRA), Master Training Task List (MTTL), Task Analysis Worksheets (TAW), Training Task List (TTL), and provide a report IAW 367 COS approved direction/guidance and timeline milestones.
- Utilize the ISD, ADDIE Model, and Bloom’s taxonomy level of learning for all course development.
- Provide lesson plans of instruction within the Government specified timeframe, as outlined by IAW 367 COS SOPs/OIs and established templates.
- Provide instructor notes/aides within the Government specified as outlined by IAW 367 COS SOPs/OIs and established templates.
- Provide lesson test/evaluation questions within the Government specified timeframe, as outlined by IAW 367 COS SOPs/OIs and established templates.
- Provide lesson student materials within the Government specified timeframe, as outlined by IAW 367 COS SOPs/OIs and established templates.
- Plan, design and develop e-learning products, including objectives, storyboards, web-based aids, video instruction or performance support systems for inclusion into a learning management system.
- Assist in the creation of mission simulator virtual environments for use in training missions, mission scenarios, and mission evaluation tests or demonstrations.
Experience/Education:
- 3-5 years of progressively responsible support as an Operations Trainer; comparable to work performed as a mid-level instructor; 3-5 years supporting DoD/AF organizations
- Must have sufficient technical knowledge and understanding of cyber capabilities, policies, procedures, and instructional design
- Bachelor’s degree or comparable work experience
Clearance:
- Must be a US Citizen and an Active TS/SCI Clearance.

- Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC’S Client(s)/Customer(s)/Prime contractor(s).
