Proposal Summary:
The purpose of the USAID/Bureau for Humanitarian Assistance Humanitarian Assistance Support Contract (BHASC) is to provide operational and administrative support to provide and coordinate humanitarian assistance and maintain 24 hours a day/7 day a week (24/7) response capability. The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. BHA’s mission requires both a streamlined, integrated day-to-day operational capacity to steady-state work, as well as a 24/7 standby response capacity to address emerging humanitarian needs anywhere in the world.

Position Summary:
The Operations Manager, located in Washington D.C., will be responsible for day-to-day operational and administrative tasks supporting BHASC. The Operations Manager will directly supervise project facilities, security, IT business functions, travel administration and coordination, internal procurement and logistics functions. The Operations Manager will report to the Deputy Program Director.


Responsibilities:

  • Ensuring that contract implementation is in accordance with USAID regulations and procedures and the specifications determined in the contract. This will include monitoring contract compliance and procedures and assuring fair and transparent procurement processes, among other things.
  • Overseeing the management of project facilities, including the main project office space which will accommodate 1,000 or more staff.
  • Overseeing travel administration and coordination for a high-volume of requests to support both U.S. direct hire and contract personnel travel.
  • Supporting the BHASC Team in development of procedures, policies, recordkeeping, and duties as required and related to overall operations and administration of the contract.
  • Supervising and managing the Operations team, including travel coordination, facilities, IT, and security staff.
  • Support the placement and administration of any field-based staff (based in various international locations) on the contract.
  • Overseeing the efficient integration of IT business systems across the project team, in coordination with the home office, including all major business systems, knowledge management, back-ups, and piloting and promoting new software tools inside the team.
  • Preparing client approval documents, as needed.
  • Coordinating other administrative, financial, and contractual matters pertaining to the contract, as needed.

Qualifications:

  • A bachelor’s degree in a related field such as business administration or economics. Master’s degree preferred.
  • A minimum of 8 years of experience in management roles that included operations management, strategic planning, program management, government contracting, resource management, finance and budgeting.
  • A minimum of five (5) years of experience effectively managing a diverse staff working on varied projects.
  • Expert knowledge in USAID allowable costs for travel and per diem.
  • Advanced understanding of allowable costs for expatriate allowances and shipping.
  • Prior experience with USAID or other donor-funded projects preferred.
  • Experience developing, managing, overseeing, and reporting on multi-million-dollar budgets.
  • Knowledge of Federal global humanitarian programming, U.S. foreign assistance programming, and international development organizations.
  • Strong organizational skills and a self-starter with excellent presentation, interpersonal and communication skills who takes initiative and leadership.
  • Strong writing skills.
  • Fluency in English is required.
