HealthNet Aeromedical Services, Inc. is a not-for-profit shared service of Cabell Huntington Hospital, Charleston Area Medical Center, and WVU Medicine. Position Overview:
The Medical Director oversees all clinical aspects of the HealthNet Aeromedical Services transport system and promotes excellence in patient care. He/she is responsible for supervising, evaluating and ensuring the quality of medical care delivered by clinical teams.

Environmental and Mechanical Considerations:
While serving in an office or classroom setting, the Medical Director generally conducts his/her activities in a controlled, office environment. Limited exposure to electrical and mechanical hazards may exist in this environment. While serving in a clinical or observational capacity at a base location the Medical Director may deliver critical care services under the stresses of flight, with frequent exposure to blood/body fluids, in sometimes hazardous conditions, near moving mechanical parts and within high noise environments. Training and resources are available to mitigate risk as appropriate, but the responsibility to utilize those devices falls to the individual.

Minimum Required Educational Level:
Completion of an accredited medical school and emergency medicine residency program

Preferred Educational Level:
Additional training and/or certification in public safety modalities

Required Previous Experience:
One year of emergency department and/or public safety experience and expertise in the immediate care and transport of the critically ill or injured patient

Preferred Previous Experience:
Three or more years of emergency department and/or public safety experience and expertise in the immediate care and transport of the critically ill or injured patient

Required Certifications and/or Registrations:
  • Licensed Doctor of Osteopathy or Medical Doctor in West Virginia
  • Driver's License in good standing and acceptable Motor Vehicle Record history as described within the company's Driver Acceptability standards.
  • Board certified or, if less than 5 years removed from residency, Board eligible from either the American Board of Emergency Medicine or the American Osteopathic Board of Emergency Medicine
Post-Hire Certifications and/or Registrations:
  • Licensed Doctor of Osteopathy or Medical Doctor in states contiguous to West Virginia as appropriate
  • As appropriate, obtain and maintain appropriate federal and state pharmaceutical licenses for the state of West Virginia and contiguous states
  • Obtain faculty and/or mentor status at the West Virginia University School of Medicine or the Joan C. Edwards School of Medicine at Marshall University or the West Virginia School of Osteopathic Medicine
  • Maintain current certification in Advanced Cardiac Life Support, Pediatric Advanced Life Support, Advanced Trauma Life Support, Neonatal Resuscitation Program, HealthNet Aeromedical Services Clinical Flight Training or equivalent courses
Physical Demands:
  • Ability to lift, push, pull and transfer boxes and/or equipment up to twenty-four pounds
  • Ability to twist upper body while moving boxes and/or equipment

Position Specific Accountabilities:

  • Maintains competency in critical care transport treatment modalities including but not limited to: altitude physiology and the stresses of flight, infection control in air and ground patient transportation, stress management techniques, air medical program safety, biomedical equipment appropriate to the transport environment, hazardous materials recognition and response, emergency medical services quality improvement processes, working knowledge of state legislation related to emergency medical services, regional mass casualty and disaster plans, emergency medical services dispatch and communications, appropriate utilization of critical care transport services, air medical resource management, Just Culture philosophies, sleep deprivation, circadian rhythm, fatigue assessment.
  • Maintains authority over clinical practice and collaborates with clinical leaders, educators and quality improvement staff as appropriate for development and refinement of clinical practice and policies.
  • Collaborates with clinical leaders, educators and quality improvement staff as appropriate in determining the qualifications, selection, training, continuing education and competency evaluations of all HealthNet Aeromedical Services clinical personnel.
  • Supervises and evaluates the quality of patient care provided by clinical personnel.
  • In collaboration with senior leadership, base leadership, educators and member hospitals determines appropriate medical staffing and specialty transport team composition.
  • Maintains authority to restrict the patient care activities of a clinical provider who fails to complete a specified training program or whose performance is inconsistent with established policies, procedures, patient care protocols or standards of care.
  • As appropriate, submits documentation to licensing and certifying bodies assuring the qualifications of clinical providers.
  • Ensures that clinical personnel meet requirements set forth by appropriate governmental entities.
  • Ensures that rules and requirements for Medical Directors as developed by the West Virginia Office of Emergency Medical Services (WVOEMS) are met and maintained.
  • As appropriate and in keeping with the program’s mission, collaborates with clinical leaders, educators and quality improvement staff in the selection, retention and use of medical equipment, expendable supplies and drugs.
  • Participates in the development and revision of program medical guidelines and collaborates with the WVOEMS Medical Protocol and Curriculum Committee on changes to state medical guidelines.
  • Annually and as required, reviews and revises HealthNet Aeromedical Services clinically-focused policies and procedures.
  • Assists in resolving disputes regarding medical control and patient care related issues.
  • Actively participates in Continuous Improvement Projects
  • Supervises and directs the activities of Associate Medical Director(s).
  • At least quarterly, participates in staff meetings and/or educational programs and/or scheduled/ unscheduled visits at each base.
  • Actively participates in activities of the Air Medical Physician’s Association.
  • As appropriate, responds to inquiries from third-party payors.
  • As appropriate, participates in public relations and emergency medical services education programs.
  • Maintains awareness of and actively addresses problems arising in connection with the performance of clinical services.
  • Maintains up-to-date knowledge of community standards of care and is responsible for requesting policy changes to conform to changes in practice patterns.
  • Participates in the program’s strategic planning process.
  • Provides input in establishing goals relating to the program’s growth, expansion, revenue and other factors.
  • Collaborates and assists with other members of the leadership team to ensure that the program remains a financially viable, high-quality operation.
  • In collaboration with clinical leaders, reviews and revises, as necessary, the criteria to determine appropriate destinations for patients.
  • In collaboration with clinical leaders, reviews and revises, as necessary, the procedures or protocols under which non-transport of patients may occur.
  • Ensures proper procedures are followed for the storage and administration of drugs at all locations.
  • Serves as a liaison to the medical community served by HealthNet Aeromedical Services.
  • As appropriate, responds to clinically focused inquiries from physicians and others.
  • Ensures compliance with clinical standards required for continued program accreditation by the Commission on Accreditation of Medical Transport Systems (CAMTS).
  • Collaborates with specialty team medical directors to ensure continuity of care and full compliance with CAMTS requirements.
  • Provides air medical related training, orientation and continuing education for medical command physicians.
  • Actively participates in EMS research.
  • Complies with the ethical and professional standards of relevant professional and governing bodies.
  • Inspect and operate mobile healthcare simulation vehicles/equipment.
  • Within the scope of his/her qualifications and experience, performs other duties as assigned by the President/CEO.
