Job description
Serve as Marriage Clerk: Swear in applicants, process applications and consents, collect license fees; index, file, and maintain marriage records; receive, review, and index marriage returns for marriage ceremonies performed outside of the courthouse; issue certified copies of marriage certificates for both mail and counter customer requests; prepare and mail monthly marriage and divorce reports to the Division of Vital Records.
Serve as Business License Clerk: Receive, review over 1000 business license renewal applications on an annual basis; complete calculation and issuance of license applications received through the mail and at the counter on a daily basis; review and report all applicable information to the State License Bureau; ensure accuracy within the eLicense system; complete and maintain all vending stickers log.
Serve as Front Counter Clerk: Find an answer or solution to any potential question or problem that may be posed at the front counter; respond to requests for business licenses (new or renewal); administer oaths for notary and governor appointed commissions; respond to requests for certified copies of deeds, marriage licenses, and documents such as military discharge records; provide assistance to the public on how to use the different land record computer programs such as MDLandRec and Elroi; provide assistance to the public on how to use marriage record books; assist the public with any questions regarding the MDEC system and Judicial Information System.
Serve as Cashier #2: Serve as the responsible party for RCS and MDEC cash drawer #2; validate incoming instruments; collect necessary fees for various services; balance cash, checks, and credit card transactions in the drawer on a daily basis.
Execute Miscellaneous Recording: Receive, time stamp, and process all federal, state, and county tax liens; receive, time stamp, and process all federal, state, and county lien releases; maintain bond and commission records; issue garnishment, wage attachment, and summonses for tax liens.
Education: High School diploma (or GED equivalent).
Experience: One (1) year of general clerical experience.
Note: A Bachelor?s Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge, Skills & Abilities: Knowledge of court proceedings, rules, regulations, and court and legal terminology. Maintain extensive knowledge of Title 17 of the Annotated Code of Maryland (Business Regulation).
Working knowledge of ECS and MDEC cash register systems is necessary to allow for proper fee collection and recording of incoming documents.
Knowledge of basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.
Extensive knowledge of the eLicense system; Elroi, MDLandRec, and Optix. Odyssey Navigator/MDEC program. Extensive knowledge of most procedures that are performed in the Clerk of Circuit Court Office.
Good organizational skills are essential due to the amount of recordkeeping; accuracy and attention to detail. Strong listening, communication, and decision-making skills are necessary to allow you to effectively understand customer needs and meet their requests as efficiently as possible. Effective typing skills are absolutely essential to allow for accurate and efficient processing of work.
Ability to operate basic office equipment such as computers, copiers, adding machines, and scanners. Ability to understand and abide by departmental rules, regulations, and procedures; exercise tact, diplomacy, and impartiality in dealing with the public, law enforcement personnel, and attorneys; exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation. Ability to follow procedures, verbal and written instructions, and protocols for any given assignment. Ability to perform all essential functions of the position.
