Job description

We are actively recruiting to fill non-permanent, full-time, benefits eligible Functional Program Analyst 3 positions. We anticipate these appointments to last approximately six months.
OIC CAREER OPPORTUNITY
The Office of the Insurance Commissioner’s (OIC) Company Licensing and Compliance Unit is seeking a motivated and qualified individuals to fill three non-permanent Company Licensing and Compliance Analyst (Functional Program Analyst 3) positions. These positions will be assigned to the Company Supervision Division, located in our Tumwater office.
As a Company Licensing and Compliance Analyst, you will review applications from entities seeking licensing as Auxiliary Line entities throughout Washington State. You will have the opportunity to talk with company representatives, attorney's and consultants regarding missing data from their companies applications that require them to take additional action prior to approving a license. You will ensure these entities comply with state laws and regulations and that they meet statutorily prescribed professional and financial requirements designed to protect the public and the financial integrity of the business of insurance.

Reporting to the Company Licensing and Compliance Manager, you will independently conduct detailed reviews, analyses of initial, and renewal licensing /registration application filings for Auxiliary Line companies. Duties include, but are not limited to:
- Reviews applications to determine whether the companies meet all state requirements for licensure or registration to include, but are not limited to: company experience, corporate structure, financial solvency, business plans/operations and key personnel standards requirements.
- Communicates with auxiliary lines company representatives, attorney, and/or company consultants regarding application deficiencies requiring action, pre-licensing inquires, operational changes and/or compliance deficiencies.
- Responds to licensing/registration inquires and review compliance activities regarding Auxiliary Line entities.
- Reviews, researches, and investigates submissions and notifications of changes. Reviews materials to ensure compliance with regulations specific to the licensee’s/registrations line of authority.
- Completes written recommendation to either approve or disapprove the licensure or registration of the applicant.
- Provides information and guidance to regulated entities, other OIC divisions, other state or federal regulators, and the pubic regarding auxiliary line entities licensing and compliance inquires.
Required Qualifications of this position include:
Bachelor’s degree in business administration, public administration, business law, or related field. (Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent.)
Additional experience in the insurance industry or regulatory compliance will substitute year for year for the educational requirement (up to a maximum of four years).
AND
Two (2) years of professional experience in the insurance industry or regulatory compliance field.
AND
Basic computer skills with Microsoft Office - Excel, Outlook and Word.
Basic computer skills with Acrobat Adobe.
Preferred Qualifications of this position include:
Prior insurance regulatory experience with a governmental agency or state authorized insurance company.
