Proposal Summary:
The purpose of the USAID/Bureau for Humanitarian Assistance Humanitarian Assistance Support Contract (BHASC) is to provide operational and administrative support to provide and coordinate humanitarian assistance (HA) and maintain 24 hours a day/7 day a week (24/7) response capability. The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. BHA’s mission requires both a streamlined, integrated day-to-day operational capacity to steady-state work, as well as a 24/7 standby response capacity to address emerging humanitarian needs anywhere in the world.

Position Summary:
The Learning and Development Director will oversee training, organizational development, and thought leadership. This includes directing learning and development activities for all USAID BHA staff under the direction of the technical office’s training representatives. The ideal candidate will lead the development and creation of the learning strategy, guide course and curriculum development, and work with a team to deliver training and other learning events for both staff under the contract and the larger community of USAID global humanitarian professionals.


Responsibilities:

  • Provide overall direction for the learning and professional development strategy for BHA staff and other US Government global humanitarian staff.
  • Manage and oversee a team of learning and development professionals, including trainers, subject matter experts, organizational development staff, training consultants, event managers, and professional coaches.
  • Oversee performance consulting for BHA, field-based capacity building initiatives, and addressing BHA organizational development needs.
  • Lead the design, revise, deliver and manage appropriate staff training courses, workshops and sessions, many of them relating to humanitarian assistance technical areas, including design and production of appropriate training materials.
  • Lead the design and facilitation of workshops, seminars, retreats, thought-leadership events, presentations, and meetings, and assist in the design and delivery of After-Action reviews and conferences, as requested.
  • Hire training consultants and vendors, such as instructional designers, eLearning developers, organizational development experts and subject matter experts to complement BHA’s internal capability to provide current technical information.
  • Supervise, coach and support staff and contractors to develop solutions on time, within budget, and with high quality.
  • Oversee, monitor and provide technical feedback on quality of all learning and development activities.
  • Achieve program results efficiently and effectively in compliance with USAID and US Government policies and procedures.
  • Prepare and publicize policies and procedures for staff training management that are clear to all and maintain training management software, calendars, procedures and tools; communicate with training participants and instructors.
  • Coordinate with other donors, collaborate closely as part of a larger team with USG partners and establish and manage ongoing relationships with client staff.

Qualifications:

  • Bachelor’s degree in a related field such as organizational development, instructional design, learning and development, organizational psychology, or a related field. Master’s degree preferred.
  • At least eight years of relevant experience in the learning and development field, including managing and overseeing organizational learning and development programs. Experience in training for international development and global humanitarian programs a plus.
  • Management experience.
  • Demonstrated experience in adult learning, instructional design, e-learning, planning and implementation of training programs;
  • Knowledge of BHA programming, U.S. foreign assistance programming, and international development organizations.
  • Strong organizational skills and a self-starter with excellent presentation, interpersonal and communication skills who takes initiative and leadership.
