MPL Operations Center Specialist
RESPONSIBILITIES:
Provide operational support for Controllers through the DOT Code of Federal Regulations 49 CFR 192 & 195 Operator Qualification Rule Plan to ensure the following are conducted per guidelines:
  • Normal, abnormal, and emergency operations, that includes Controller completion of appropriate documentation.
Execute responsibilities as assigned in:
  • Operating Procedures, Alarm Responses, Abnormal Operating Conditions & Emergency Response Documents
Support Abnormal Operational Activities including but not limited to:
  • Stop-Help-Start events, execution guidance on Commissioning/Decommissioning/Recommissioning (CDR), CPM/Leak Detection analysis and investigation and Emergency Shutdown-Shut-In Procedures.
Ensure the following is properly executed according to regulatory guidelines and company policy:
  • Control Room Management (CRM), shift work schedule, maintain Normal Operating Procedures for respective Consoles, operational procedures for system changes and de-rates, assist with Tier I internal audits.
Assist the Training Department
  • Supplement CPM/Leak Detection training to new/current Controllers on console, monitor progress of new trainees and provide feedback on progression and collaborate in reviewing documented AOC’s or operational errors for lessons learned opportunities and ensure procedural adherence.
Assist with miscellaneous tasks to supplement other POC roles including:
  • Collaborate with Project & Training Specialist for troubleshooting and research, collaborate with SCADA Team on operational screen design and system enhancements and provide oversight and continuous monitoring of the controllers, while providing feedback to the POC Supervisors during Performance Management discussions
  • Provide coverage as a Pipeline Controller or Shift Lead as needed, which involves safely operating and monitoring pipeline systems during normal pipeline operations including start-up, shutdown, flow adjustments and product changes. Operates and controls pipelines within the safety limits including maximum operating pressure (MOP) and maximum allowable operating pressure (MAOP)
MINIMUM QUALIFICATIONS:
  • High School Diploma
  • Minimum 3 years of Controller experience, working knowledge of associated consoles assigned.
