Proposal Summary:
The purpose of the USAID/Bureau for Humanitarian Assistance Humanitarian Assistance Support Contract (BHASC) is to provide operational and administrative support to provide and coordinate humanitarian assistance and maintain 24 hours a day/7 day a week (24/7) response capability. The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. BHA’s mission requires both a streamlined, integrated day-to-day operational capacity to steady-state work, as well as a 24/7 standby response capacity to address emerging humanitarian needs anywhere in the world.

Position Summary:
The Knowledge and Information Management Support Unit Director, located in Washington D.C., is expected to oversee information support, knowledge and data management, and communication and outreach; the research and production of various BHA information, knowledge and communication products; the supervision and assignment of Information Officers in Washington and to serve short-term assignments on field-based Disaster Assistance Response Teams (DARTs), Washington-based Response Management Teams (RMTs), and other offices/teams; data management, data visualization, mapping and geo-referencing services; BHA knowledge management; and public information management support. Note: This position is contingent upon award.
Responsibilities:
- Provide oversight of research and report writing of BHA fact sheets; country updates and situational reports containing comprehensive information; annual reports and case reports including the development of text and graphics, layout, and editing; and other writing tasks requested.
- Provide oversight for mapping/geo-referencing and core data visualization and analysis, including:
- Development of map products, including interactive and analytical; maps;
- Procurement of commercial maps and those produced by partners;
- Dissemination of maps in a variety of media and formats to customers within and outside the Agency;
- Provision of technical assistance on a variety of geographic information efforts;
- Provision of visualizations (for example, complex datasets and relationships, multimedia visualizations, and animations;
- Provision of pattern analysis and time-series data studies;
- Provision of related training as required;
- Provision of GIS experts to serve on DARTs and RMTs as needed.
- Oversee public information management and communications in support of BHA, including defining goals and strategies for improving the quality, consistency and effectiveness for BHA offices’ communications and outreach.
- Conceptualize and plan briefings and other events for information dissemination, including advising the senior management in the respective BHA office on issues related to communications strategy and the development and dissemination of information.
- Oversee provision of public disaster donation support and other information support as requested.
- Supervise a team of information and communication officers, GIS professionals, data managers and related information management staff. This includes managing assignments, including short-term overseas deployments, and keeping the team engaged, motivated and refreshed.
Qualifications:
- Bachelor’s degree in knowledge/information management, communications, or related field required and at least 4 years of relevant experience.
- Strong interpersonal, communication and client-service skills.
- Ability to proactively plan for and address challenges.
- Knowledge of humanitarian assistance or international development fields a plus.
- A high-level of initiative and outstanding organization skill.
