The Iowa Utilities Board (IUB) is seeking an Investigator 1 to perform investigations of One Call complaints and underground utility damages and apply applicable federal and state standards. This is a permanent, full-time, and contract-covered position.

The IUB assists with investigations of complaints received by the Attorney General’s office concerning noncompliance with Iowa’s One Call law. This includes complaints against both excavators for failing to provide timely notice of a planned excavation and underground facility owners/operators for improper locating or marking of underground facilities.

The successful candidate will perform investigations of customer complaints submitted to the IUB by customers, utilities, or the Attorney General's office. Investigations are conducted in the office via email correspondence and phone calls. This includes reviewing and analyzing data regarding underground utility damages and maintaining records of collected data and trends. This position must correspond with the customer and utility company to gather facts and information on One Call complaints; prepare letters, reports, and proposed resolutions; and refer appropriate complaints to the Attorney General's office for enforcement. The ideal candidate will have professional writing experience and the ability to summarize information in a concise, accurate manner.

Additionally, this position supports two federal grant programs and will serve as the lead in reviewing and preparing applications and follow-up documentation. The successful candidate will lead meetings with the AG’s office on One Call matters and provide meeting summaries to agency leadership. The individual will be required to schedule, conduct and attend One Call/damage prevention education functions for the public and excavators multiple times a year and represent the agency in a positive and professional manner.
This role offers the opportunity to participate in the investigation or field inspection of natural gas distribution utilities, transmission pipelines, and pipeline construction and will require the employee to work outdoors, including in inclement weather and walking on uneven terrain. Some travel may be necessary. A valid driver’s license is required.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university with major course work in law enforcement, corrections, criminology, police science, accounting, finance or law;

OR

graduation from a four-year accredited college or university and experience equal to one year of full-time work requiring knowledge in law enforcement, corrections, or general or criminal investigation;

OR

a combination of education and experience substituting one year of the above qualifying full-time experience for each 30 semester hours of the required general college or university course work;

OR

employees with current continuous experience in the state executive branch that includes experience equal to two years of full-time work in classes providing journey level knowledge, abilities, and skills in agency unemployment insurance or public assistance benefit programs, law enforcement, corrections or administrative hearings procedures.
