JOB SUMMARY:
The primary purpose of this position is to serve as an Intelligence Operations Specialist and support fusion centers, state, local, tribal, territorial and private sector partners (SLTTP), and DHS Components. The incumbent is responsible for the performance of I&A collection and reporting, analytical and dissemination functions at that geographic area in order to provide national-level intelligence cycle support. The Intelligence Officer serves as I&A’s official representative in that geographic area for information and intelligence sharing with Federal, SLTTP partners, other DHS Components, and other members of the Intelligence Community (IC). The assignment involves problem definition and resolution, planning and coordination with numerous Federal (including DHS components) and SLTTP partners. The incumbent executes a wide range of relationship building and intelligence and information sharing, and support, analysis, and collection and reporting related to, and in support of, homeland security.
As an Intelligence Officer, the incumbent is recognized as the DHS I&A Representative to that State, Major Urban Area or other locale.
This position is in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Office of Regional Intelligence (ORI).
This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
This position is classified in the Excepted Service under Title 50.
DUTIES INCLUDE:
- Responsible for relationship building, intelligence, and information sharing support (two-way flow of timely, accurate, actionable, homeland security information), intelligence analysis, and intelligence collection and reporting.
- Perform collection and reporting in their geographic area (State, Major Urban Area or other locale) on Homeland Security Standing Information Needs, Chief Intelligence Officer’s priorities, validated IC requirements, and other requirements and priorities in accordance with applicable laws and policy.
- Performs analytic production, including joint analytic production with federal and SLTT partners on topics and matters relating to terrorism, other threats to homeland security, or other national intelligence or DHS missions.
- Presents formal briefings or written reports on topics or matters relating to terrorism, other threats to homeland security, or other national intelligence or DHS missions to high-level officials throughout the intelligence and law enforcement community.
KEY REQUIREMENTS:
- Must be a U.S. Citizen
- Must be able to obtain/maintain a TOP SECRET/SCI Security Clearance
- Overtime may be required in response to a significant event
- Overnight Travel of 1-5 nights per month may be required
- Incumbent is subject to pre-employment and random drug testing
- Individual must sign a Mobility Agreement
QUALIFICATIONS AND EVALUATIONS:
To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service.
You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
For this position, specialized experience is defined as supporting ongoing or emerging substantive intelligence collection and dissemination activities in any established specialty area. Such experience may include conducting a variety of complex assignments within his/her area of responsibility and conducting and directing in-depth research and analysis in support of homeland security. Additionally, such experience could be gained from:
Working with public and private sector partners to create and information-sharing environment for the purposes of bi-directional information sharing.
Collecting and analyzing information of intelligence value to identify trends, patterns, and indicators of threats to homeland security
The competencies or knowledge, skills, and abilities needed to perform this job are:
- Knowledge of the principles of intelligence operations and of analytical, collection and reporting principles used to gather, analyze, and evaluate a variety of information from multiple sources with a focus on threat information.
- Ability to plan and formulate policies, procedures and strategies to provide outreach, advisory services and training on intelligence and information coordination operations.
- Ability to coordinate and synchronize intelligence operations and activities between intelligence and law enforcement agencies.
- Ability to communicate effectively both orally and in writing with all levels of management and employees to provide advice on procedures, practices and policies.
Education: Substitution of education in lieu of specialized experience may not be used for this grade level.
Relocation expenses are not authorized, but a relocation incentive may be requested.

BACKGROUND INVESTIGATION:
To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for a TOP SECRET/SCI security clearance as a condition of placement in this SPECIAL SENSITIVITY level position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
All applicants tentatively selected for employment at DHS Headquarters may be required to submit to a drug test to screen for illegal use of drugs prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result.
